State Office of Housing and Community Development(HCD)
The State of California requires jurisdictions to submit an annual report on the progress and
status of implementing the goals and objectives of the City's Housing Element. Attached please
find the annual reports for Palm Springs for both 2011 and 2012, which have been submitted to
HCD. No action is required on these reports by the City Council; this is for information only.
The current Housing Element, which was adopted by City Council on February 17, 2010 and
certified by HCD on March 3, 2010, covers the Planning Period from 2006 to 2014. As required,
these annual reports include the following:
• Information on the jurisdictions' progress in addressing the Regional Housing Needs
Allocation (RHNA), including the number of housing units permitted by income level.
• The status of progress on programs (goals, policies, and action items) listed in the
housing element and
• Progress on efforts to remove governmental constraints to the production of affordable
housing.
The HCD-required forms that comprise a complete annual progress report are attached to this
cover memo. Staff has begun coordinating work on the next required update to the Housing
Element which covers the planning period from 2014 to 2021. That update must be complete
and adopted by HCD within 120 days of October 2013 in order to avoid penalties.

Pursuant to Governmental Code Section 65400, the City of Palm Springs is hereby submitting its
annual report on the progress and status in implementing the goals and objectives of the City's
Housing Element. This Housing Element covers the Planning Period 2006 to 2014 and the
reporting period is for the calendar year 2012.
The Palm Springs City Council adopted the City's current Housing Element on February 17, 2010.
The City was notified on May 3, 2010 that its Housing Element was certified and accepted by the
Department of Housing and Community Development.
The'HCD-required forms that comprise a complete Annual Progress Report are attached to this
