Recommendation This section appears to be incomplete. Staff is only recommending one improvement when there are at least three improvements proposed. Recommendation Improvements Approve removal of an existing crosswalk Remove an existing sidewalk at Gene Autry and 7 Lakes Provide a new stop bar the intersection Develop a new crosswalk and curb ramp at the intersection of 7 Lakes and East Mira Monte Remove the sidewalk on the north side of Improvement? 7 Lakes between E. Mira Monte and Gene Autry We would like clarification on exactly what is being approved tonight. Staff Analysis 1. Currently, there is no sidewalk on the west side of Gene Autry Trail north of 7 Lakes heading northbound. This is not exactly true. There is a sidewalk on the west side of Gene Autry. It's now about 2 feet wide and was sawed in half lengthwise when improvements were made on Gene Autry to turn it into Highway 111 to make room for the sound wall. 2. Please explain why the sidewalk along the north side of 7 Lakes Drive is being removed between E. Mira Monte and Gene Autry Trail. This should be part of the Staff Analysis. 3. Then explain what will replace the sidewalk and who will be responsible for maintaining whatever takes the place of the sidewalk. ITEM X -P /✓AWeY(/� uson, Other Issues the Canyon Sands Group Would Like to Discuss with Staff We would like to continue the dialogue between the HOAs at Canyon Sands and 7 Lakes, and City Staff. In particular we would like to work on the following issues: 1. Speed limit along Gene Autry Trail through our residential neighborhood should be reduced to increase public safety. There are no crosswalks along this section of Gene Autry and pedestrians frequently jay walk back and forth. 2. In the absence of a deceleration lane/right turn lane on southbound Gene Autry, it would be advantageous to have Caltrans place some sort of signage along Gene Autry alerting drivers of the upcoming intersection with 7 Lakes and that vehicles will be slowing to turn right. Turning left onto Eagle Way for that matter. 3. The removal of the crosswalk and moving the stop bar further east to improve a driver's visibility is helpful but the real fix would be to redesign that portion of the sound wall at the corner of Gene Autry and 7 Lakes, pulling it away from the intersection. 4. As shown in the attached aerial photograph, the north side of 7 Lakes is often impaired by overgrown shrubbery encroaching onto the sidewalk that causes pedestrians to have to walk in the street at regular intervals. Although currently, the vegetation is trimmed, the aerial photograph clearly shows numerous impediments on the sidewalk between Gene Autry to Cherokee. 5. The intersection of 7 Lakes and Linden Way also has limited line of site for drivers heading north on Linden Way. The overgrown hedge on the Parker property (northeast corner) severely impairs line of sight and requires drivers to pull out into 7 Lakes Drive to be able to adequately see oncoming eastbound vehicles. Pedestrians at this intersection could also benefit from a crosswalk because there is no sidewalk west of Linden Way on the south side of 7 Lakes along the Parker property. 6. The intersection of 7 Lakes and Cherokee is a one-way stop with only west bound 7 Lakes traffic having a stop sign. Again, the overgrown hedge on the Parker property (northwest corner) causes drivers to have to pull into Cherokee in order to see northbound vehicles approaching. Vehicles heading northbound into the driveway of 7 Lakes Country Club do not have a stop and this creates a hazard. 7. There is a tendency for drivers to drive at what appears to be excessive speeds along 7 Lakes. The speed limit should be clearly posted and posted often. We would also welcome some sort of traffic calming because Canyon Sands is a very pedestrian oriented community with quite a few bicyclists as well, and vehicle speeds along 7 Lakes should be better controlled. 8. The City Engineer believes removal of the crosswalk line will solve the visibility problem. Cars heading east on Seven Lakes Drive pull across the line now to be able to see northward onto Gene Autry Trail. Even if the line is removed, cars will still have to pull further out onto Gene Autry Trail to see around the corner of the wall. Removal of the crosswalk also means removal of the sidewalk on the north side of Seven Lakes Drive which is a waste of my tax money. I oppose the removal of the crosswalk and sidewalk. Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY California Vehicle Code Section 21950.5 provides the City Council accept public input prior to the City removing a crosswalk. RECOMMENDATION: Approve the removal of an existing crosswalk on the west side along Gene Autry Trail (Highway 111) at Seven Lakes Drive. STAFF ANALYSIS: On March 12, 2013, the City of Palm Springs, Caltrans, and representatives from Canyon Sands and 7 Lakes Country Club Homeowner Associations, agreed to improvements that will improve the corner sight distance of the intersection at Gene Autry Trail (Highway 111) at 7 Lakes Drive. These improvements, currently being designed by Caltrans, call for the removal of the existing crosswalk on the west side along Gene Autry Trail at 7 Lakes Drive. Per California Vehicle Code (CVC) Section 21950.5, Removal of Marked Crosswalk, require notice and opportunity to be heard by the public a minimum of 30 days prior to the scheduled date or removal, and the notice posted at the crosswalk identified for removal (see attachment). In order to improve corner sight distance for vehicles heading eastbound on 7 Lakes Drive, removal of the crosswalk will allow the current stop bar to be placed closer to the intersection, providing for improved corner sight distance. Currently, there is no sidewalk on the west side of Gene Autry Trail north of 7 Lakes Drive heading northbound. Mira Monte, the closest intersection to Gene Autry Trail and 7 Lakes Drive. There is an existing westerly sidewalk along the north side of 7 Lakes Drive, from the subject intersection, however, there is no accessible facilities for pedestrians until Cherokee Way. This sidewalk is proposed to be removed from Gene Autry to E. Mira Monte. FISCAL IMPACT: Staff is proposing to split the cost with Caltrans. The City's costs for removal of crosswalk at Gene Autry and 7 Lakes and installing new crosswalk at E. Mira Monte and 7 Lakes is estimated at $3,000.
