the local organizing team under the Chairman Michelle Strauss,to the local and
national government,the US Olympic Committee,the sponsors,suppliers and
supporters and the Medias,only through all of them,the World Cup can be
professionally organized.An important pillar of support are all of the volunteers,
they are the base for successful organization.
We look forward to successful World Cup competitions in the United States,and
the opportunity to share the history and military origins of the sport of Modern
Pentathlon. Let us build a bridge through sport between different societies and
cultures for a more peaceful world in the Olympic Movement!

Subject: Additional Sculpture Pads in Tahquitz Canyon Median Landscaping
project in Section 14 (CP 08-20)
The Tahquitz Canyon Median Landscaping project in Section 14 from Indian Canyon
Drive to Sunrise currently has an existing sculpture in the median east of Indian
Canyon Drive. Two additional sculpture pads with lighting are proposed in the median
west of Calle Encilia and west of Sunrise Way. A sculpture currently in storage is to be
provided by the Tribe to be installed on the concrete pad west of Sunrise.
Per comments at the City Council Meeting on May 15th on providing for additional
sculpture pads in the project, a meeting with the City staff and the Tribe was
established and took place on May 22, 2013. The following items were discussed.
• The Tribe is willing to work with the City to allow additional sculptures if the
artwork follows the Streetscape and Circulation Standards and Guidelines in the
Section 14 Specific Plan.
• Currently, neither the City of Palm Springs or the Tribe have any proposed
sculptures or artwork to be placed in the median, other than the existing
sculpture east of Indian Canyon Drive and the proposed sculpture west of
Sunrise Way.
• The proposed pad and lighting west of Calle Encilias does not, currently, have
any sculpture or artwork panned to be placed at the location. The Tribe and the
City will work on coming up with a piece of art that could be installed at that
location within the next few months while the project commences with
construction.
• City staff and the Tribe advised against installing additional pads and lighting
without any artwork as the Public will perceive it to be an unfinished project.
However, the Consultant from RGA Landscape Architecture said that it would
not be a problem to install future sculpture pads in the median without a
significant loss in the landscaping.

Subject: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
AND AUTHORIZATION TO BID FOR TAHQUITZ CANYON WAY
SECTION 14 MEDIANS, CITY PROJECT NO. 08-20.

SUMMARY
The Tribe has allocated $2,000,000 from its Tribal Transportation Program (TTP) to the
City to replace the existing median landscaping within Tahquitz Canyon Way in Section
14 (Indian Canyon Drive to Sunrise Way).
The construction documents (Plans, Specifications and Estimate) are completed and, in
accordance with Section 7.03.040 of the Procurement and Contracting Code the City
Council is required to approve and adopt plans, specifications and working details, and
authorize the bid request for all public projects in excess of $100,000. Approval of this
project will allow staff to proceed with this public project, with an estimated cost of
$1,900,000.
RECOMMENDATION:
Approve the plans, specifications, and working details for Tahquitz Canyon Way Section
14 Medians, City Project 08-20, and authorize staff to advertise for bids.
STAFF ANALYSIS:
The Tribe has generously allocated the City $2,000,000 from its TTP funds to replace
the existing median landscaping within Tahquitz Canyon Way in Section 14 (from Indian
Canyon Drive to Sunrise Way), including new decorative paving at various street
intersections and associated improvements.
On March 12, 2008, the City Council approved a Memorandum of Understanding
(MOU) with the Tribe and the Bureau of Indian Affairs (BIA) establishing an
arrangement whereby the Tribe can assign to the City use of its TTP funds received
from the BIA. Prior to receiving any TTP funds, the Tribe and City had to enter into a
subsequent MOU regarding allocation of TTP funds to a specific project. The MOU
approved on January 2012 officially allocated the TTP funds to the Tahquitz Canyon

Tahquitz Canyon Way Median Landscaping, (CP 08-20)
Way Median Landscaping Improvements Project. A funding agreement was also
approved to formalize the Tribe's reimbursement to the City of its costs for this project.
On March 21, 2012 the City Council approved the schematic landscape plans and a
contract amendment with RGA Landscape Architects to prepare the final landscape
design. The progress drawings have been approved by Tribe in November 2012, and
on a meeting held on January 3, 2013 with RGA and City the drawings were finalized.
Also, comments from Council Sub-Committee meeting on March 13, 2013 were
included in the final design.
The final plans and specifications prepared by RGA Landscape Architects are ready for
Council approval and the subsequent advertisement for construction bids. The
Engineer's Estimate for this project is $1,900,000. Approval of the recommended action
will allow staff to proceed with bidding of this project.
The plans and specifications are on-file in the Assistant City Engineer's office. At the
meeting, full size plans will be posted and/or available for review.
FISCAL IMPACT:
Federal Funding is made available through the TTP from the Agua Caliente Band of
Cahuilla Indians in the amount of $2,000,000 to complete the re-landscaping of the
Tahquitz Canyon Way median within Section 14 (from Indian Canyon Drive to Sunrise
Way). Funding for this project is covered 100% by these TTP funds in account 261-
4491-50303.
