SUBJECT: APPROVAL OF TRANSPORTATION SECURITY ADMINISTRATION
FUNDING AGREEMENT FOR CHECKED BAGGAGE SYSTEMS
OPTIMIZATION AND CONTRACT AMENDMENT WITH PARSONS
BRINCKERHOFF FOR DESIGN SERVICES

SUMMARY
The City Council will consider approval of an agreement with the Transportation Security
Administration to fund the analysis and a 30% schematic design of a "checked baggage
screening system" at the Palm Springs International Airport. In furtherance of this grant,
Council will also consider approval of a professional services contract amendment to provide
the necessary design services.
RECOMMENDATION:
1. Approve the Transportation Security Administration (TSA) Grant in the amount of
$298,600.00 for an analysis and 30% design of checked baggage inspection system.
2. Approve Contract Amendment No. 4 to Parsons Brinckerhoff Inc. Agreement No. 6256
Airport Professional Consulting for design services in an amount not to exceed
$298,600.
3. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS
Airline passenger baggage screening activities behind the airline ticket counters of the
terminal's ticketing wing is performed at the Palm Springs International Airport. The
Transportation Security Administration (TSA) is solely responsible for this critical security
function.
The existing configuration of the TSA baggage screening equipment was a product of
expedited post 911 TSA security goals intended to meet a federal mandate of 100%
screening of checked baggage at airports nationwide. W 6 Q( iC

For over a decade, this location of baggage screening equipment has accommodated the
processing of millions of checked bags. However, due to the steady growth of airport
passenger traffic, and the record growth over last year, coupled with added TSA personnel
and equipment, TSA has indicated a willingness to conduct an analysis to formulate potential
new alternatives for the optimization of baggage processes with particular emphasis on an
"automated in-line system." This type of automated baggage system is practiced throughout
the industry at large, medium and small airports around the country and the trend is growing.
The project to be considered involves 30% design work for the installation of a new in-line
Baggage Handling System (BHS) at PSP. It will replace the existing stand-alone EDS units
from the current baggage areas with a newly constructed building adjacent to the existing
terminal building. This building will contain a TSA CBIS and baggage make-up area, Checked
Baggage Resolution Area (CBRA), and On-Screen Resolution (OSR). Terminal modifications
will include the creation of baggage conveyor components, mechanical, plumbing, electrical,
structural, and telecommunications infrastructure.
To determine if moving forward with this project is feasible, the TSA will provide 100%
funding of a planning grant. The City will utilize the Airport's engineering specialty firm,
Parsons Brinckerhoff, which is under a five-year general professional contract, to provide
services associated with the grant.
Importantly, there is no financial obligation by the City to complete the design beyond that
which is provided for with this agreement, nor proceed with the project if Council deems costs
are beyond the Airport's fiscal capabilities. The same is true for the TSA, they may elect not
to proceed with further design work or expenditure of capital improvements should they
determine return on investment does not meet their justification protocols.
In addition to performing a general feasibility analysis of a new in-line baggage system, the
City's engineering firm is specifically tasked with identifying any new operational costs
associated with the project — and how such costs should appropriately be distributed (e.g.
Airport, TSA, airlines).
The City is currently in the process of developing an Airport Master Plan, which also
addresses baggage handling space issues. This proposed TSA study will be a possible
alternative to be considered in conjunction with the Master Plan.
FISCAL IMPACT
The attached TSA agreement provides a grant of up to $298,600 to cover the project's study
scope negotiated with Parsons Brinckerhoff. There is no financial match associated with this
grant, nor any obligation to fund further capital or operational costs of the project without
subsequent City Council and TSA review and approval.
It is important to note, should the City wish to proceed with in-line baggage handling system
for re-optimization in a new building configuration as conceived with this planning grant; TSA
does not fund "brick and mortar" building construction costs. Those costs — yet to be
determined - would be the responsibility of the Airport.

Additionally, any increased operational costs identified in the study to operate the new facility
beyond what TSA customarily provides would be the responsibility of the Airport and or airline
participation.
