We support legislation to ban single use plastic bags in our local jurisdictions, for the following reasons: - Plastic is not biodegradable and can remain in the environment for hundreds of years - Plastic breaks down into smaller pieces that absorb toxic chemicals, are ingested by animal life, and enter the food chain that we depend on - About 100 billion petroleum based plastic checkout bags are used each year in the U.S., requiring an estimated 12 million barrels of oil annually - Plastic bags litter our streets, sidewalks, parks, and overall environment; they are a visual and unnecessary environmental blight. - Reusable bags are an easy, attainable solution. Benefits of local and regional bag legislation include: - Local government jurisdictions will spend less money on cleaning up plastic bag litter - Local businesses will save money by not having to provide single-use bags - Visitors to this area will enjoy a clean environment, and experience model cities which are taking concrete actions towards sensible, modern, sustainable lifestyles. We thank the City of Palm Desert and City of Palm Springs Waste Reduction Subcommittee's for their collaborative work on this effort and we gladly support a Valley wide measure. As you may know, I'm a seasonal resident of Deepwell and retired entrepreneur/television producer. I love this town and it's shocking to me and many of my local and seasonal friends to see the amount of plastic bag use here. Most of us come from areas(Vancouver, Toronto, Seattle,Portland, San Francisco, Minneapolis,Honolulu, Carmel and, now LA)where we've been bringing our own bags for years. No businesses have failed as the result of this and it's really no big deal. I understand the average person uses between 288-500 plastic bags a year for an average of 12 seconds each. At the low end, that means 12 million bags a year for Palm Springs. That doesn't include 100,000 visitors a year. With a 5-10%recycle rate,we discard over 90%a year. Taxpayers pay to clean up and dump this waste, which may take generations to degrade, leaving behind toxic particles and suffocating birds, animals and sea life. Our orgy of plastic bag consumption also creates a branding issue. It is a MAJOR CONTRADICTION to Palm Springs branding itself as "sustainable"or"eco chic. We cannot claim to be sustainable or eco chic and allow massive plastic bag use. Finally and, most important, our long term economic wellbeing will be enhanced as we attract a more diverse and younger demographic. Young people care deeply about sustainability and often chose brands accordingly. They also have a very sharp eye for hypocrisy. Let's walk our talk and be truly sustainable. The Sustainability Commission has done great research and we have scores of successful bag ordinance precedents in resort communities and cities/countries around the world. Please act with wisdom and courage to enact a bag ordinance in Palm Springs now. It's the right thing to do economically and for the planet.Thank you! Best Regards, Ellen Locker[ P.O.Box 4750 Palm Springs, CA 92263 206.650.6476 SSl3
