Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The Public Works and Engineering Department has identified streets throughout the City that require significant repairs to asphalt paving. Measure 'J' funding is available to perform both reconstruction and pavement overlays on approximately 1,034,000 square feet of streets determined to be most in need. The construction documents (Plans, Specifications and Estimate) are completed and, in accordance with Section 7.03.040 of the Procurement and Contracting Code the Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of$100,000. The estimated cost of this project is $2,200,000. In addition to approval of contract documents and in consideration of Council being out of session in August, this item seeks Council approval for the City Manager to award the construction contract in an amount not to exceed $2,300,000 subsequent to bids being opened and checked, without having to wait until the September 4, 2013 Council Meeting. RECOMMENDATION: 1. Approve and adopt plans and specifications and authorize Staff to advertise and solicit bids for the construction of the 2013 Pavement Reconstruction and Overlay Project. 2. Authorize the City Manager to award the construction contract in an amount not to exceed $2,300,000. 3. Authorize City Manager to execute all necessary documents. ITEM NO. �-Q _ City Council Staff Report June 19, 2013- Page 2 2013 Pavement Reconstruction and Overlay CP 13-04 STAFF ANALYSIS: The Public Works and Engineering Department maintains a database known as the Pavement Management System (PMS), to evaluate the condition of street pavement throughout the City. This system allows for the development of a Pavement Condition Index number (PCI), that is utilized to objectively evaluate pavement conditions and determine what streets are most in need of repair. The streets indicated on the attached project lists have been selected for either reconstruction or overlay based on their respective PCI number and field evaluations. The Measure J Commission was initially provided with lists of streets proposed for rehabilitation last year, and the vast majority of streets indicated in those initial lists are included in this project. Streets scheduled for reconstruction will have the pavement completely removed and be will be reconstructed from the ground up. Those scheduled for overlay will be planed to a depth of 2" and re-paved. The project includes approximately 513,000 square feet of reconstruction, 521,000 square feet of overlay and is inclusive of appurtenant work such as the construction of concrete cross gutters, replacement of traffic signal loops and adjustment of sewer manholes to new pavement elevations. If approved, bids will be opened on July 23, 2013. In consideration of Council going 'dark' in August, and in an effort to expedite the start of construction, it is requested that City Council authorize the City Manager to award this contract subsequent to bid opening and checking, to the lowest responsive, responsible bidder at a cost not to exceed $2,300,000. This would allow contract execution and notice to proceed to occur in a more timely fashion without waiting for the regularly scheduled September 4, 2013 Council Meeting. FISCAL IMPACT: Funding for this project has been made available through Measure 'J' Capital Fund and is available in account No. 260-4493-50805 and 260-4493-50806.
