Enclosure B - 2006 Action Plan Concerns provides more specific concerns related to your proposed 2006 program year activities and are provided only if applicable. Also identified in Enclosure B are any elements which may be missing from your plan as a result of changes to the Consolidated Plan regulation as published in the Federal Register February 9, 2006, Any elements highlighted in Enclosure B should be responded to within 90 days. Acceptance of the annual action plan and the issuance of grant agreements does not imply approval of proposed programs and activities. Compliance with all applicable statutes and regulations are evaluated at the conclusion of the program year as part of the CAPER review process;performance reports for the 2005 program year are due no later than 90 days after the end of your program year. Vasquez,Dire Office of Community Planning and Development 2 Enclosure A - Consolidated Plan Advice and Guidance Integrated Disbursement & brformation System (IDIS). To ensure that IDIS reports supporting the Consolidated Annual Performance and Evaluation Report (CAPER) are accurate, the grantee will enter data in IDIS for all Consolidated Plan (Plan) programs containing: project description, location, eligibility and national objective citations, matrix codes, and information on accomplishments. Grantees arc encouraged to update this information with each drawdown of funds, but minimally on a quarterly basis. Environmental Review Procedures. All activities included in the Plan are subject to some degree of environmental review under provision codified at 24 CFR part 58. Funds for activities that are not determined to be exempt may not be obligated or expended unless a Release of Funds has been approved in writing by I-M to the prescribed manner. Civil Rights aradAffrmatively Furthering FairFlousing. The grantee will affirmatively further fair housing and will: a) conduct an analysis to identify impediments to fair housing choice within the community; b) take appropriate actions to overcome the effects of any impediments identified through that analysis; and c) maintain records reflecting the analysis and the action taken. The jurisdiction will also update its Analysis of Impedtments (AI) periodically. The results of actions taken during the program year to address impediments identified in your AI should be reported in the CAPER. Signage at Project Construction Sites. To the extent that the Grantee posts signage at Housing and Urban Development (FIUD) funded projects under the enclosed agreements, the Grantee should ensure that FTM is identified on such signage. Performance Measurement. Grantees must incorporate performance measurements into Consolidated Plans starting with the 2007 submission. Determination of an objective and selection of an outcome should be guided by the Notice of Outcome Performance Measurements System, etc., as published in the Federal Register on Tuesday, March 7, 2006. Grantees are encouraged to add new performance measurement features to their Plans before that time.
