CITY COUNCIL STAFF REPORT DATE: September 18th, 2013 CONSENT AGENDA SUBJECT: AUTHORIZE THE COOPERATIVE PURCHASE OF A NEW MOBILE BREATHING SUPPORT/REHABILITATION/LIGHTING UNIT AT A COST OF $332,903.44 FROM: David H. Ready, City Manager BY: Fire Department SUMMARY This action would authorize the purchase of one mobile breathing support / rehabilitation / lighting unit from Pierce Manufacturing, Inc. through a cooperative purchase with the City of Loma Linda, CA. RECOMMENDATION: 1. Approve the cooperative purchase of a new 2013 mobile breathing support / rehabilitation / lighting unit in the amount of $332,903.44 from Pierce Manufacturing pursuant to section 7.09.010 of the Municipal Code. 2. Authorize City Manager, or his designee, to execute all necessary documents, including the Purchase Order. STAFF ANALYSIS: The Department currently operates a 15 year old mobile breathing support unit. Moreover, its air compressor, Ingersoll Rand, is vintage and outdated. As repair and maintenance issues arise the unit must travel approximately 100 miles to the nearest facility for repair. The current breathing support system is mounted to its second chassis from vehicles that were designated for removal from the fleet. The chassis are high use and mileage upon entering the Fire Department's fleet. The Palm Springs Fire Department is located in the desert of Southern California. Incident based rehabilitation is currently accomplished by impromptu methods to provide shade and a location for rest and hydration. With this new piece of equipment, the department will be able to combine onsite breathing air, lighting and firefighter rehabilitation. The ability to provide shelter from the sun and a climate controlled area to cool down will increase firefighter safety and well being. The ability to properly rehabilitate our personnel will also improve performance at the fire / incident scene. The Palm Springs Fire Department is an all risk fire organization responsible for urban fire suppression, ARFF, wild land fire suppression, hazardous material and technical rescue incidents. All of these incident types stand the chance to benefit from a multi-use resource such as a breathing support / rehabilitation / lighting unit based on specific need or extended incident duration; Structure Fires —Air cylinder refill and Firefighter rehab ARFF / Incursions / Fire - Air cylinder refill and Firefighter rehab Wild Land Fire—Lighting / Firefighter rehab Haz-Mat Support—Air cylinder refill, continuous supplied air source, Firefighter rehab Technical Rescue —Air cylinder refill, continuous supplied air source, Firefighter rehab The potential for Palm Springs Fire Department personnel to be subject to the risks associated with entering an Immediately Danger to Life or Health (IDLH) atmosphere occur daily. The potential for the same personnel to be subject to heat related stress and illness occur over one third of the year. Combined, these two risks present a challenge to incident command and control and strategy and tactics. If we are able to ensure rapid exchange of air and proper rehab we will greatly increase the safety of the firefighters. In January 2010 the City of Loma Linda, CA developed apparatus specifications and conducted a formal bid process for a mobile breathing support / rehabilitation / lighting unit, the same equipment that we are seeking now. Four fire apparatus manufacturers responded to their bid and The City of Loma Linda awarded a purchase contract to Pierce Manufacturing Inc. to acquire a 2011 Pierce® ENCORET"4 Rescue unit. Section 7.09.010 of the Municipal Code provides that the City Council may authorize the acquisition of equipment through a joint powers or other cooperative purchasing program with a public entity or association of public agencies. Pursuant to the requirements of Section 7.09.010, the Procurement Manager has determined that utilization of Loma Linda's cooperative purchase contract (P-0000008597) for the vehicle is acceptable and will adequately protect the public interest in that the total cost of the equipment is likely to be less than could be obtained through an independent City competitive process. The City Attorney has also reviewed and concurs with the above findings. Staff is recommending that Council award this cooperative purchase. This vehicle is diesel powered and built to meet the California Emission Standards. No alternative fuel engines are available. 02 City Council Staff Report September 18, 2013 -- Page 3 Breathing Support/Rehabilitation/Lighting Unit FISCAL IMPACT: Measure J funds have been recommended by the Measure J Commission for the purchase of this vehicle. As the current proposal for 2010 pricing expires on September 25th, 2013, urgency to approve this purchase is requested. This vehicle has a build out time of approximately 9 months; it is projected to serve the city for the next 20 years. John Allen, Fire Chief David J.
