Pq b\i c_ U4WV LOv For the Attention of the Palm Springs City Council Members Re: the Continuation of the Desert Arts Festival, run by West Coast Artists in Steven Francis Park. My name is Marcia Martineau-Low I am a local business owner and vendor at the Villagefest Street Fair in Palm Springs and have been for the past 4 years. I have also served as a member of the Villagefest Board. Furthermore I am a vendor at the West Coast Artist Desert Art Festival. With regards to the complaint registered with the City Council regarding the re-issuance of the West Coast Artist Permit I would like to state, for the record, why I believe the permit should be granted and the show remain in Steven Francis Park. 1. As a former shop owner in Palm Springs, my shop was located in the Corridor behind Koff on North Palm Canyon, which is located directly across the street from Steven Francis Park where the show takes place. I can tell the committee with absolute certainty that the show in no way negatively impacted my sales. In fact I looked forward to the Festival weekend because the amount of people the show brought to the area would increase my sales dramatically. 2. As vendor it is quite clear that the people that attend this show are clearly interested in looking for and purchasing local, unique, quality Fine Art and handcrafted products. That customer base is in no way interested in purchasing cheap imported or mass produced items. I would like to remind the Council that this is not a `swap meet'where there are cheap imports with rockbottom prices competing directly with the main street retailers. This is a Fine Art Fair with unique items accordingly priced with artist and artisans from California some of whom are local. 3. In terms of impact on myself and other artist and artisans, I would like to state that we rely on this show financially. As self employed persons, it forms a part of our lively hood. This show is a long standing tradition that has been going for 30 years with a great reputation and established customer base. It is part of the fabric of our community and is something which only adds to what makes Palm Springs great. 4. We heard that the show may be moved to Ruth Hardy Park. In my experience of attending many festivals and shows over the last 10 years, that this would be the equivalent of closing the show down. The success of the Art Show has in large part been due to it's high visibility location. Speaking personally, although I know many other vendors agree, moving the Show to Ruth Hardy Park, which is located away from the tourist area and downtown, would create an Art Fair that would become too much of a financial risk for many vendors to attend. In closing, I would like to thank the City Council for considering my input. The shows at Francis Stevens run by West Coast Artists have been first rate with no imported products or inferior work which can be shown at flee markets. These markets are not a good influence to our visitors who want quality displays and not a gathering of garage sale items. I,personally,would be devastated not to be able to do these shows in Palm Springs. This is my full-time profession,being an artist and making my work available as often as possible in a professional market. Galleries are wonderful but are only able to show 4-5 of any artist's work at one time. Please tell those few merchants that there is room for all of us. And we do have our meals in the area,as well as stay at nearby hotels,buy interesting and unique things in the Palm Springs area that are not available anywhere else. The variety of these P.S.stores is infectious and keeps people coming to the area. Everyone benefits from this fair,directly and indirectly.Just because there are a couple entities(sour grapes)that are complaining about some unfairness(I still have not heard their argument)it doesn't make any sense.1 have not heard of • one justifiable reason for not granting these permits. If there truly is a chance that these permits may not be granted then you must hold a hearing and allow anyone that is interested to attend.
