SUBJECT: Up-Town Crosswalks Contract Award

SUMMARY
The proposed action would result in City Council giving the City Manager authority to
award contract to the lowest responsive bidder up to the engineer's estimate for the
Uptown Crosswalk project.
RECOMMENDATION:
1. Authorize the City Manager to award contract a on the Uptown Crosswalk
Project, City Project #13-10, contingent upon the bid amount not exceeding the
engineer's final project estimate of$230,000.
2. Authorize the City Manager to execute all required documentation.
STAFF ANALYSIS:
The Uptown Crosswalk project is currently out to bid with bids expected on January 2,
2014. The regular project schedule would call for the award to go to City Council on
January 15, 2014. To expedite this project the staff is recommending that City Council
provide special authority to the City Manager to award the contract on behalf of the City
contingent upon the bids not exceeding the final engineer's project estimate of
$230,000.
The bids are unit cost bids which provides the City the option of deciding to reduce the
project by one of the four crosswalks to bring the project within the City Council
established budget amount of $183,000 or the Council can decide to add dollars to the
budget to cover the full cost of all four crosswalks, estimated at $230,000.
At the time that the City Council established the project budget it was not known that
five water meters would be required to be relocated and that other utility vaults would

also require relocation to complete the work. The project that was bid includes this
extra work and was trimmed as tight as could be in other work items to try and maintain
the budget, however in the end the estimate is above the Council budget. Staff is
hopeful for competitive bids that come closer to the Council's budget.
FISCAL IMPACT:
$183,000 is budgeted in the Measure J project account number 260-4500-59414 and
additional funding to cover increased cost up to the Engineers final estimate of
$230,000 would be allocated from Measure J Contingency account.
