SUBJECT: AMENDMENT NO. 2 TO THE FISCAL YEAR 2013-14 ALLOCATED
POSITIONS AND COMPENSATION PLAN

SUMMARY:
The requested amendment to the current fiscal year Allocated Positions and
Compensation Plan re-instates one Fleet Maintenance Technician II position to the
department to address the vehicle maintenance workload assignments previously
performed by 6 technicians but currently performed by 4 due to two layoffs of personnel
in the position 4 years ago.
RECOMMENDATION:
1. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO.
2 TO THE ALLOCATED POSITIONS AND COMPENSATON PLAN FOR
FISCAL YEAR 2013-14, ADOPTED BY RESOLUTION 23340" and;
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
When layoffs occurred during 2009 and 2010, the Department lost both Fleet
Maintenance Technician II's. The position still exists in the 2014 list but shows zero
allocated positions. The 435 pieces of equipment has not changed resulting in more
vehicles being sent out for repair. This results in longer repair time and loss of
productivity as two people must take the vehicle in for repair and later two people must
pick it up. Staff is recommending that one position be reinstated in order to allow for
more vehicles to be serviced on site, in a shorter turn around time.

FISCAL IMPACT:
This position is a GU 39, at the estimated annual cost of $72,000 including benefits.
Account 510-5470-43130, "Outside Repairs" has increased from $100,000/year to
approximately $260,000 this Fiscal Year. It is proposed that hiring this position will allow
for next year's outside repairs budget to be reduced to approximately $150,000. The
cost for the final quarter of the current Fiscal Year is estimated at $18,000. The account
noted above will be reduced by that amount to fund the position.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM SPRINGS APPROVING
AMENDMENT #2 TO THE ALLOCATED POSITIONS
AND COMPENSATION PLAN FOR FISCAL YEAR
2013-14, ADOPTED BY RESOLUTION 23340.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the Allocated Positions and Compensation Plan for
positions in the City Service is hereby amended as follows:
Public Works/Engineering Add Fleet Maintenance Technician II GU/39
SECTION 2. The Director of Human Resources is authorized and
directed to modify the Fiscal Year Allocated Positions Plan.
SECTION 3. The position changes approved by this resolution shall be
effective on January 15, 2014.
Total Authorized positions 2013-2014 (As Adopted) 398.00
Total Authorized positions 2013-2014 (Amendment 2) 399.00
