CITY COUNCIL STAFF REPORT

SUBJECT: Palm Canyon Decorative Light Fixture —Additional Poles & Re-Lamping

SUMMARY
The proposed action would result in City Council giving the City Manager authority to
award purchase of thirty (30) additional decorative light poles, to award purchase of
LED retrofit kits for existing poles and to award contracts for the installation of retrofit
kits as well as the wiring and installation of the decorative light fixtures.
RECOMMENDATION:
1. Authorize the City Manager to award purchase of thirty (30) additional decorative
light fixtures, to Pacific Lighting & Standards Company, in an amount not to
exceed $71,575; and
2. Authorize the City Manager to award purchase of 340 LED retrofit kits for the
existing decorative lighting poles in an amount not to exceed $98,600; and
3. Authorize the City Manager to award contract for the wiring and installation of the
new decorative light fixtures in an amount not to exceed $81,000; and
4. Authorize the City Manager to award contract or approve a Change Order with
Chevron Energy Systems, which ever results in the most economical approach
for the City, for the installation of 340 LED retrofit kits on the existing Palm
Canyon Drive decorative lighting poles in an amount not to exceed $74,800.
STAFF ANALYSIS:
Currently the staff is working with MRC Consulting to design a new electrical backbone
for Palm Canyon Drive (Measure "J" Project) and the City has contracted with Chevron
Energy Solutions to re-lamp all the of the Palm Canyon palm tree up-lighting, including
the spots on top of the decorative lighting poles, with LED fixtures (funded by Chevron
project).
With these two projects about to begin staff has also installed LED retrofit kits on
several of the decorative light fixture large globe lights (down-lights) in front of

Peabody's as a test. It is recommended that the City proceed with a third project, that
is, the re-lamping all of the decorative light fixture large globes to LED as part of the
Measure "J" Backbone system project.
A fourth project to complete the decorative lighting of the downtown would be to
purchase the missing light poles for the thirty locations (14 in various locations on Palm
Canyon, 14 on Tahquitz Canyon between Calle Encelia and Calle El Segundo and 2 to
complete the lighting in two city parking lots) where foundations and bases were
previously installed in the sidewalks. These new poles would come equipped with LED
fixtures to match that which is being retrofitted under the other projects and would be
the final piece of the Measure "J" Backbone upgrade.
Estimates for the entire Measure "J" Backbone project, which includes all the above
projects except the Chevron project work, are as follows:
