SUBJECT: AUTHORIZE THE ISSUANCE OF A NOTICE TO PROCEED TO PALM
SPRINGS PROMENADE, LLC TO PERFORM ENGINEERING
SERVICES IN THE AMOUNT OF $65,900 FOR THE DOWNTOWN
REVITALIZATION PROJECT REGARDING THE CITY'S PARKING
STRUCTURE

SUMMARY
This action authorizes Palm Springs Promenade, LLC to proceed with contracting for
professional engineering services in the amount of$65,900 with engineer Randall Lamb
with regard to additional underground parking garage upgrades. This is work,
authorized and required under PFA Amendment No. 2, but not contained in the Public
Improvement Escrow and must be paid separately.
RECOMMENDATION:
Authorize a Notice to Proceed to Palm Springs Promenade, LLC to perform professional
engineering services in the amount of $65,900 for potential parking structure
improvements at the Downtown Revitalization Project above the improvements required
by Palm Springs Promenade, LLC pursuant to the Project Financing Agreement. A6144
BACKGROUND:
PFA Amendment No. 2 requires Palm Springs Promenade, LLC (the "Developer') to fill
the two city pads on the west side in front of the museum (Blocks H-1 and H-2). This
work includes reconstructing and filling the parcels at the City's cost, including: (1)
removing the concrete; (2) filling with new dirt; (3) installing landscaping, etc.; (4)
installing a stairwell and ventilation for the parking; and, (5) other improvements.
Such work will trigger the need for additional ventilation and other additional structural
work not covered under the Public Improvement Escrow pursuant to the PFA, but
authorized by the Amendment. The Developer solicited a number of engineering

proposals and selected the firm of Randall Lamb to design the parking garage changes
and produce the related construction documents for the required work. The engineering
services are outside the scope of the developer requirements as stipulated in the PFA,
and would require the City to reimburse the Developer for these and future additional
expenses separately.
The engineer's tasks are to design and prepare the submittal documents for the
following parking structure modifications:

• Task One: South Garage Modifications $14,600
• Task Two: Northeast Garage Modifications $16,550
• Task Three: Northwest Garage Modifications $16,950
• Task Four: Central Garage Modifications $ 9,600
• Task Five: VFD Control and CO Monitoring System $ 6,700
• Task Six: Garage Ventilation System Opinion of Probable Cost $ 1,500
Total $65,900
Each of the first five tasks includes the preparation of construction documents, permit
services and construction administration. More detail breakdown includes a cost for
mechanical, plumbing, and electrical design. Once the engineer's report is received,
the Developer will bid out the actual parking structure work and will follow up with
detailed cost proposals in coming weeks.
This action allows for the engineering and design work on the structure to proceed.
FISCAL IMPACT:
The cost for engineering services as provided in the report is $65,900, and funds are
available in Measure J Downtown Palm Springs Redevelopment expenses (Account
No. 260-4500-59424.
The total cost for improvements for the underground parking garage to be determined
by the required engineering and the extent of the improvements and upgrades as
approved by the City Council at future date.
