I understand that the City is in the process of reviewing its assets and is now seeking consulting assistance to help identify an appropriate dollar value for the golf facility, considering the present and (possible)future condition of the property, and the value of its existing leaselmanagement arrangement with Arnold Palmer Golf Management. Upon receiving your authorization to proceed, NGF Consulting will perform a physical, market and financial evaluation of the subject Tahquitz Creek Golf Resort resulting in an estimated value of the facility on an as-is basis, including the value of the present leasehold interest. The deliverable for this engagement will be a full appraisal report from NGF Consulting and our appraisal partner Callaway& Price, Inc_ to the City of Palm Springs estimating the potential economic performance of the subject facility, and on an as-is basis considering the present leasehold arrangement. We will provide you with hard data on other comparable golf courses that have sold on the open market in the last one to two years, including key comparison information (sizes, memberships, rounds, pricing, etc.) and actual sales price. We will also complete a replacement cost estimate documenting what it would cost to reproduce the Tahquitz Creek Golf Resort from scratch in 2007. The professional fee for this project scope is$18,000, plus $4,000 direct expenses. NGF Consulting will be able to deliver an oral report within four(4) weeks of formal commencement, with a written report following two (2)weeks thereafter. Thank you for the opportunity to submit this proposal. Please call if there are any questions or if we can be of further assistance. Sincerely, Richard s.
