V P L M SpP iy c V N City Council Staff Report 4�/FORN� DATE: April 16, 2014 CONSENT CALENDAR SUBJECT APPROVE THE DONATION OF TWO POLICE DEPARTMENT FORD CROWN VICTORIAS TO THE PUBLIC SAFETY ACADEMY AT COLLEGE OF THE DESERT FROM: David H. Ready, City Manager BY: Alberto Franz III, Police Chief SUMMARY The City purchased two new police patrol cars that were placed into service on October 13, 2013. The addition of these new patrol cars necessitates the surplus of a 2006 Ford Crown Victoria, VIN number 2FAFP71W56X123875, City equipment number 203006-2006, and a 2007 Ford Crown Victoria, VIN number 2FAFP71 W97X120155, City equipment number 208807-2007, and, removal of these vehicles from the fleet. The Public Safety Academy at College of the Desert has a need for these cars at the Training Center in Palm Desert to provide a variety of training to local law enforcement officers and students. RECOMMENDATION: 1. Waive the Public Auction requirement in Section 7.07.020 (3) of the Municipal Code for Disposition of Surplus Property and authorize the donation of Ford Crown Victoria, equipment number 203006-2006 and Ford Crown Victoria, equipment number 208807-2007 to the Public Safety Academy at College of the Desert. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The City Fleet Department currently holds in inventory two police patrol cars with mileage in excess of 130,000. Both have been replaced with new vehicles. The Fleet Maintenance Manager has estimated the surplus value of this equipment at $1,400.00 total. The donation of this equipment to the College of the Desert Public Safety Academy in Palm Desert would provide a regional public safety benefit. The Palm Springs Police Department supports this new facility by providing instructors and will be assisting in the training at the Academy. Staff recommends that the City Council approve the donation of the surplus patrol cars to the College of the Desert Public Safety Academy. Or.Joel L. Kinnamon COD's Public Safety Academy is in need of replacement law enforcement patrol s ,a,vnra;,dznvP- ,3nen` vehicles to serve as onsite training units for its Basic Peace Officer Training program. The Academy's four existing training units are in need of constant repair and have become unreliable in meeting demands of POST certified training. I, Two used Palm Springs Police units will greatly improve our Academy fleet training readiness,and we stand ready to assist with any donation procedures that may be necessary.
