HomeMy WebLinkAbout23526 RESOLUTION NO. 23526 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE 2014-2015 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN, APPROVING THE CDBG BUDGET FOR FISCAL YEAR 2014-2015, AUTHORIZING THE SUBMITTAL OF THE PLAN AND BUDGET TO THE UNITED STATES DEPARTMENT OF HOUSING & URBAN DEVELOPMENT (HUD), AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROVAUAGREEMENT WITH HUD (GRANT NO. B-14-MC-06- 0561) IN THE AMOUNT OF $317,336 AND THE SUBRECIPIENT AGREEMENTS. A5814. WHEREAS, as a Community Development Block Grant entitlement community, the City of Palm Springs is required to prepare and submit a Five Year Consolidated Plan and Annual Action Plan for the use of the federal funds received; and WHEREAS, the City of Palm Springs is eligible to receive an entitlement of $317,336 of Community Development Block Grant funds under the U.S. Department of Housing & Urban Development regulations; and WHEREAS, the funds must be used for eligible activities which principally benefit low and moderate income persons; and WHEREAS, pursuant to the requirements of including citizen involvement in the allocation process, a Citizens Advisory Committee was established and a public hearing was held on February 27, 2014 to receive citizen input on the allocation of these funds; and WHEREAS, the proposals have been reviewed by the CDBG Citizens Advisory Committee based on the needs of low and moderate income persons and the other National Objectives to benefit the maximum number of people; and WHEREAS, the City Council held a public hearing on March 19, 2014 to receive public input on the allocation of these funds. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The 2014-2015 Annual Action Plan is hereby approved. The City Manager or his designee is authorized to submit the Plan to the United States Department of Housing & Urban Development, which accurately reflects the 2014-2015 CDBG budget and projects approved by the City Council, and authorizes the City Resolution No. 23526 Page 2 Manager to appropriately adjust the 2014-15 CDBG Budget amount, and the respective Subrecipient Agreements. SECTION 2. The City Manager is hereby authorized to accept and execute the Funding Approval/Agreement with HUD — Grant #: B-14-MC-06-0561, in the amount of $317,336, for the Fiscal Year 2014-2015 CDBG Program, 40th Program Year. SECTION 4. The City Manager is hereby authorized to execute the following Subrecipient Agreements and all necessary documents, in a form acceptable to the City Attorney: Desert AIDS Project — Energy-Efficiency Upgrades $90,000 A6507 Boys & Girls Club of Palm Springs — Gymnasium Interior Renovations $69,195 A6508 Mizell Senior Center— Energy-Efficiency Kitchen Upgrades $27,074 A6509 Fair Housing Council of Riverside — Fair Housing Services $15,000 A6510 ' Public Facilities & Improvements and Rehabilitation are also to be partially funded with the reprogramming of unexpended activity funds and program income from prior and current years. Z Public Service is calculated at 15% of new entitlement funding. 3 Administration is calculated at 20% of new entitlement funding. The City Manager is authorized and directed to prorate and adjust the Subrecipient Agreements in Section 4 of this resolution, to apportion amounts should the final award from HUD differ from the estimated funding. NOES: None. ABSENT: Councilmember Mills. ABSTAIN: Noting the business-related abstention of Councilmember Foat on the CDBG funding and sub-recipient agreement for Mizell Senior Center.
