SUBJECT: APPROVE A CONTRACT WITH ADLERHORST INTERNATIONAL, INC.
FOR THE PURCHASE OF POLICE CANINES, ACADEMY TRAINING,
MONTHLY MAINTENANCE TRAINING AND YEARLY CERTIFICATION

SUMMARY
It is recommended that the City Council award a contract services agreement with
Adlerhorst International Incorporated for the as-needed acquisition of police canines,
their academy training, monthly maintenance training, and certification for the canine
team.
RECOMMENDATION:
1. Award a contract services agreement with Adlerhorst International Inc. of Jurupa
Valley, CA for the as-needed acquisition of police canines, Basic Patrol and
Basic Explosive K-9 Academy Training, monthly maintenance training and yearly
certification training for the 5 member K-9 team at the Unit Prices per the
agreement for a 3 year period with 2 one year optional renewals.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Procurement & Contracting Division and Police Department worked together to
develop the Request for Proposals (RFP) 09-14 to solicit qualified firms to provide K-9's
on an as-needed basis and the necessary on-going training and certification services for
the K-9 team. The RFP was posted to the website, advertised, and sent to eight (8)
potential vendors, including the incumbent, Falco Enterprises.
The City received one (1) proposal, from Adlerhorst International, by the RFP due date
and time. The proposal was carefully evaluated by key staff from the Police

Department, including the Sergeant and Lieutenant who oversee the Police K-9
program.
The Adlerhorst proposal was evaluated based upon their strong experience, proposed
dedicated trainers and staffing plan, training philosophy and methodology, references
and their competitive cost proposal. In addition, the evaluation committee also
conducted an on-site interview with Adlerhorst staff and is recommending award of the
unit-price contract services agreement for a three (3) year term with two (2) one-year
optional renewals.
While the Police K-9 unit can anticipate the retirement of a member of the existing K-9
team, it is unknown when a K-9 may fall ill, become injured or die in the line of duty. As
such, this is a Unit Price agreement for as-needed acquisition of new K-9's, including
their academy training, as may be required. The monthly maintenance training and
yearly certification fees are also on a unit price basis with the assumption of a 5
member K-9 team, however, that may fluctuate from time to time in the case of an
unforeseen event. It should be noted that the unit prices from Adlerhorst are
competitive and similar to the previous provider.
FISCAL IMPACT:
The canines and the canine academies are paid for through donations from private
citizens and service organizations. The regular monthly maintenance training and yearly
certification training for the 5 member K-9 team will cost approximately $10,102
annually. Costs to acquire and train a new canine will be at the unit prices per the
agreement when needed.

POLICE CANINE(S) ACQUISITION AND TRAINING SERVICE
COST PROPOSAL
Responding to Request for Proposal No. 09-14 Police Canine Acquisition and Training Service,
INVE will accept the following payment for providing all canine(s) and pre-training of a canine(s)
prior to delivery; on-going training after delivery, health certification supervision, 24 hour
emergency assistance, for the acquisition and training of canines for police patrol or bomb
detection. The undersigned Proposer proposes and agrees to provide all work and services
necessary to deliver Police and/or Bomb Detection Canine(s) and training services as defined in
the Scope of Work herein.
1. German Shepard or Mallnols for Police services including academy training and
acceptance criteria prior to delive :
