Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The 2013/2014 City budget and 2013/2014 Measure A RCTC budget includes funds for a traffic signal at the intersection of Sunrise Way/Boys and Girls Club/Ralphs Shopping Center Driveways. The construction documents (Plans, Specifications and Estimate) are completed and, in accordance with Section 7.03.040 of the Procurement and Contracting Code the City Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with this public project, with an estimated construction cost of approximately $203,000. RECOMMENDATION: 1. Approve the Plans, Specifications, and working details for the Sunrise Way/Boys and Girls Club/Ralphs Shopping Center Driveway Traffic Signal, City Project 13- 25, and authorize staff to advertise and solicit bids. STAFF ANALYSIS: City Council authorized staff to investigate the warrants for a traffic signal at the intersection of Sunrise Way with the driveways at the Boys and Girls Club and Ralphs Shopping Center. The study was funded by Measure J and was performed in 2013 in conjunction with the 2013 Citywide Speed Study. The study showed a traffic signal is warranted. On November 20, 2013 a Purchase Order was issued to Albert Grover & Associates (AGA) for preparation of plans and specifications for the traffic signal. The iTEIV N0. The plans and specifications have been prepared by AGA, are ready for Council approval and the subsequent advertisement for construction bids. Section 7.03.040 of the Procurement and Contracting Code requires that for public projects in excess of $100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The Engineer's Estimate for this project is $203,000. Approval of the recommended action will allow staff to proceed with bidding of this project.
