SUBJECT: PALM SPRINGS SWIM CENTER POOL DECK REPLACEMENT —
APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORITY TO
GO TO BID, CP#14-08, AUTHORITY FOR THE CITY MANAGER TO
APPROVE THE CONTRACT AND SPECIAL AUTHORITY FOR CHANGE
ORDERS

SUMMARY
The proposed action would be to approve the Plans and Specifications for the Palm
Springs Swim Center Pool Deck Replacement and authorize staff to proceed to bid and
authorize the City Manager to award contract and suspend normal working hours during
the construction period, and provide special change order authority.
RECOMMENDATION:
1. Approve the Plans and Specifications for the Palm Springs Swim Center Pool
Deck Replacement Project, CP# 14-08, as prepared by MSA Consulting, and
authorize staff to proceed to bid on the project.
2. Authorize the City Manager to, award the contract to the lowest responsive,
responsible bidder so long as the bid comes within the Measure "J" budget,
suspend the normal work hours during the construction period and execute all
necessary documents.
3. Provide Special Change Order Authority up to 10% of the contract amount for the
City Manager, subject to reporting back to the City Council.
STAFF ANALYSIS:
The Palm Springs Swim Center pool deck is suffering from serious deterioration and
concrete failure and engineering analysis has revealed that the decking needs to be
removed and replaced. Attached is a copy of the plans for the replacement of the

decking. The job is further complicated by the fact that asbestos containing drainage
pipe exists that needs to be removed and properly disposed of; this work will be
included as part of the project.
The work necessary should be able to be accomplished in a three week window of time.
Staff has worked with Parks and Recreation to identify the best window to shut the pool
down for the work and that is the month of August. To ensure this timeline can be met
staff seeks authority for the City Manager to award contract to the lowest responsive,
responsible bidder so long as the cost is within the Measure "J" budget as well as
special change order authority up to 10% of the total contract cost. The contractor will
be given a fixed period of time to carry out the work and it will be up to them if they need
to budget for double shifts or other special provisions to ensure the work is completed.
During the construction period the normal work hours will need to be suspended so this
project can be completed in a timely fashion.
FISCAL IMPACT:
Funds for this project come from Measure "J" account 260-4500-59425. The project
engineer has estimated the work at $300,000.
