Subject: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
AND AUTHORIZATION TO BID FOR THE ANDREAS ROAD TWO WAY
CONVERSION, CITY PROJECT NO. 13-27

SUMMARY
In conjunction with new Downtown Palm Springs Revitalization Project, City Council
directed the design of this project to convert Andreas Road from one way to two way
between Palm Canyon Drive and Indian Canyon Drive.
The construction documents (Plans, Specifications and Estimate) are completed and, in
accordance with Section 7.03.040 of the Procurement and Contracting Code the City
Council is required to approve and adopt plans, specifications and working details, and
authorize the bid request for all public projects in excess of $100,000. Approval of this
project will allow staff to proceed with this public project, with an estimated construction
cost of approximately $133,000.
RECOMMENDATION:
1. Approve the Plans, Specifications, and estimate for the Andreas Road two way
conversion (on file with the City Clerk's Office), City Project 13-27, and authorize
staff to advertise and solicit bids.
STAFF ANALYSIS:
Last year City Council authorized staff to proceed with the design and construction of
the conversion of Andreas Road between Indian Canyon Drive and Palm Canyon Drive
to two way operations. The design was funded by General Fund and is now complete.
The plans and specifications have been prepared by Sanborn A&E, are ready for
Council approval and the subsequent advertisement for construction bids. Section
7.03.040 of the Procurement and Contracting Code requires that for public projects in
excess of $100,000 Council approve and adopt the plans, specifications and working

details, and authorize staff to advertise for construction bids. The Engineer's Estimate
for this project is $133,000. Approval of the recommended action will allow staff to
proceed with bidding of this project.
FISCAL IMPACT:
Funding for this project has not yet been identified — however, it will be presented to the
Measure J Commission for review.
