SUBJECT: APPROVAL TO PURCHASE A FIRING RANGE SIMULATOR FOR
POLICE DEPARTMENT TRAINING AND PUBLIC EDUCATIONAL
PURPOSES UTILIZING FUNDS DONATED BY THE AGUA CALIENTE
BAND OF CAHUILLA INDIANS

SUMMARY
The Palm Springs Police Department recently received a community safety contribution
from the Agua Caliente Band of Cahuilla Indians in the amount of $25,000. No
matching funds were required to obtain these funds. The funds will used to purchase a
portable Use of Force Simulator for Police Department training, and to demonstrate to
and educate the community on the judgmental decisions involved in use of force
incidents.
RECOMMENDATION:
1. Direct the Director of Finance/City Treasury to fund the Appropriation
2. Authorize the City Manager to execute any necessary documents to effectuate
the purchase.
STAFF ANALYSIS:
The Palm Springs Police Department recently received a community safety contribution
from the Agua Caliente Band of Cahuilla Indians in the amount of $25,000. These
funds are distributed for a variety of purposes to public and private agencies throughout
the Coachella Valley.
The funds will used to purchase a portable Use of Force Simulator System for Police
Department training, and to demonstrate to and educate the community on the
judgmental decisions involved in use of force incidents. The system simulates actual
firearms and less lethal options including taser and pepper spray, in day and night time
scenarios, by substituting a laser beam projected onto a screen. Persons training on
this system will experience realistic circumstances and the split-second decisions faced
by law enforcement officers on a daily basis, including "shoot don't shoot" situations.

Approval of Request to Purchase Portable Use of Force Simulator, and Approve Appropriations
this system will experience realistic circumstances and the split-second decisions faced
by law enforcement officers on a daily basis, including "shoot don't shoot" situations.
Since the system is highly portable it can be displayed at different locations to reach a
broader audience.
Approval of this request will enhance and further the City's partnership with the Agua
Caliente Band of Cahuilla Indians, who have contributed past funding to modernize the
Police Department's James A. Heazlett Memorial Firing Range.
FISCAL IMPACT:
The total cost of the use of force simulator is $29,430 including tax and shipping. The
necessary funding will be appropriated in the following manner:
$25,000.00 from the Police Contributions account, 160-20-4524-52098, and,
$4,430 from the Forfeited Assets account, 120-20-3012-43929. There will be no impact
on the General Fund and there are no matching funds required.
