Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY Approval of this recommendation will authorize the City Manager to approve Contract Change Order No. 1 in an amount not to exceed $175,000 for the Annual Asphalt Overlay and Reconstruction Project, City Project, 14-04. RECOMMENDATION: 1) Authorize City Manager to approve Contract Change Order No. 1 to Agreement No. 6565 in an amount not to exceed $175,000 with Matich Corporation, a California corporation, for Annual Asphalt Overlay and Reconstruction Project, City Project 14-04. 2) Authorize City Manager to execute all necessary documents. STAFF ANALYSIS: On June 18, 2014 City Council awarded a $2,714,074 contract agreement to Matich Corp for pavement overlay and reconstruction. After the project was advertised and bids came in, the Airport had expressed an interest in upgrading their crosswalks with pavers similar to the ones in Downtown. The Non- Motorized Transportation Plan Committee also expressed its urgency to implement the Palm Springs Bicycle Route Plan that was recently completed by Ryan Snyder. In addition, the Department of Public Works would like to incorporate a drainage (curb and gutter) project on Escoba Drive that has been long standing in the Los Compadres Neighborhood. Adding these work items that already have their own source of funding as a change order would be more cost effective than if they were to be contracted out separately for construction. ITEM NO.�__ City Council Staff Report July 16, 2014—Page 2 Authorize City Manager to Approve CCO for Overlay and Reconstruction Project, CP 14-04 The cost estimate of the change order is less than 10% of the contract cost of $2,714,074 and is within the scope and vicinity of the Overlay and Reconstruction work. The following work items are currently being negotiated with the contractor and the engineer's estimate and fund source are as follows: Work Item Change Order Estimated Cost Fund Source 1. Replace Airport Crosswalks with Pavers $ 90,000 Airport Funds 2. Curb and Gutter on Escoba $ 55,000(est) Measure A 3. Modifying Bike lane types $ 30,000(est) Measure J Bike lane modifications to conform with Palm Springs bicycle route plan are as follows: 1. Tahquitz Canyon Way, Indian Canyon Drive to Sunrise Way — change from existing class 2 to buffered bike lane. 2. San Rafael Drive, Indian Canyon Drive to Virginia — nothing existing — change to class 3 (sharrows). 3. Mesquite Avenue, S. Palm Canyon Drive to Calle Palo Fiero — change from class 3 to class 2 (painted lane). City Council goes dark in the month of August, therefore, authorization for City Manager to approve the contract change orders for the listed items would not delay the work and be more cost effective overall than to bid them as their own separate project.
