SUBJECT: Authorize the Purchase of LED Retro-fit Lighting for Downtown Light Poles

SUMMARY
As part of Measure "J" projects for 2014-15, the Maintenance and Facilities Department
requested funding to retrofit Downtown and Uptown lighting to LED. City staff is seeking
authorization to purchase 310 retrofit units from Pacific Lighting in the amount of
$98,600.00
RECOMMENDATION:
1. Authorize purchase order for not to exceed $98,600.00 to Pacific Lighting.
2. Authorize the City Manager to execute the purchase order as needed.
STAFF ANALYSIS:
On January 15, 2014 the City Council approved a lighting improvement for the
Downtown and Uptown, and part of this project was to retrofit existing light poles. The
Maintenance and Facilities staff provided approved LED specifications as outlined by
MRC Engineering to eight suppliers, and Pacific Lighting was the only supplier able to
meet the specifications based on cost, quality, functionality, warrantee and ease of
installation. City staff is requesting City Council to approve Pacific Lighting as the
supplier of LED retrofit kits not to exceed $98,600 for fiscal year 2014-15.
The purchase of 310 LED retrofit kits will replace the sodium light bulbs on decorative
light poles with energy efficient LED plate modules that have a 50,000 hour life span
and a five (5) year warranty. Attached are specifications provided by MRC Engineering
Inc.

FISCAL IMPACT:
Funds for these expenditures have been appropriated in the Fiscal 2013/2014 budget in
the Measure U Account 260-4500-59415 in the Amount of $98,600.00.

Downtown Lighting LED Retro-fit Program

The retro-fit of all downtown lighting fixtures is based on providing energy savings, lower
maintenance costs and long life lighting modules.
The proposed replacement LED modules are manufactured by the same manufacture that
is providing replacement and new street lighting fixture. By having the same manufacture
provide all new lighting fixtures, replacement equipment and retro-fit LED modules we
will have 1 point of contact to deal with warrantee issues.
1. The project LED retro-fit shall be for a total of 314 poles. Note that some poles may
have more than one (1) lighting fixture.
2. The retro-fit kit is manufactures to be similar to the design of the LED module used in
the new lighting fixtures and poles provided by Pacific Lighting
3. LED Modules are finished complete with drivers, mounting plates and parts needed for
retro-fit into existing lighting fixtures.
4. The following is a view looking directly at the LED module illustration
5. The LED Modules and drivers are provided with a 5 year warrantee.
6. The LED Modules are 56 watts and have a diode life of 50,000 hours-

7. The retro-fit LED Module/Engine will replace the existing high pressure sodium lamps
used in all existing downtown lighting fixtures. The following are the various types of
lighting used in the City of Palm Springs.
