PLAN AND PROJECT RECOMMENDATIONS FOR PREVIOUSLY
APPROVED MEASURE J FUNDING, CITY PROJECT NO. 13-32

SUMMARY
This item requests the City Council to review the list of recommendations by the Non-
Motorized Transportation Committee (NMTC) of the Sustainability Commission and give
direction to staff regarding proceeding with a capital improvement project to construct
selected Bicycle Routes.
RECOMMENDATION:
1) Approve the 2013-2014 Proposed Bike Route, Items 1-5; and
2) Give Direction to Staff on Proceeding with a Capital Improvement Bicycle Route
Project, City Project No. 13-32.
STAFF ANALYSIS:
The City of Palm Springs adopted a Non-Motorized Transportation Plan (NMTP) in
October 2011. The NMTC reviewed the final 2014 Bicycle Route Plan document from
Ryan Snyder, the consultant to the City who prepared the plan, and supported his
recommendations. A staff report was submitted to City Council from the Sustainability
Office on May 21, 2014 as a Receive and File which contained the Bicycle Route Plan
and Recommended Projects for the 2013-2014 fiscal year plus two (2) consecutive
years of Measure J funding commitments.
Staff is seeking direction to commence the next phase of the proposed three year plan —
approximately $1 million in bicycle lane projects. Below is a brief description of five

proposed bicycle lane street projects — and attached are corresponding maps which
show the current street configuration, the Committee's recommendation and City
Engineer alternatives on some portions.
The following definitions will help explain the terminology used in the discussions:
• Class II Bike Lanes — Referred to as a bike lane. Provides a striped lane for one-
way bicycle travel on a street or highway.
➢ Buffered Bike Lane —A Class II Bike Lane with a two (2) foot striped buffer
adjacent to vehicular travel lane or parking. A "Double Buffer" would
be an additional buffer adjacent to parking.
➢ Colored Bike Lanes —A Class I I Bike Lane with an approved color (green).
• Class III Bike Route — Referred to as a bike route. Provides for shared use with
bicycle or motor vehicle traffic designated by signage and accompanied with or
without pavement markings.
➢ Sharrows - Lane markings in vehicular travel way with a logo of a bicyclist
and chevron arrows. Class III Bike Routes may also be enhanced using
Sharrows for shared lane markings.
➢ Type B Sharrows — Sharrows in a box with a green painted background,
also known as greenback Sharrows. FHWA only allowed these markings
for experimental use only with certain conditions. Our project does not
meet these conditions.
Route Summary and Analysis
1. The portion of El Cielo Road from Ramon Road to Tahquitz Canyon Way is
currently a 4 lane road with curb parking and an existing Class I bike trail along
the airport (east) side of the road. The NMTC proposes buffered bike lanes on
each side of the street but reducing the road from 4 to 2 lanes. The City Engineer
alternative shown using Sharrows, keeps the four needed lanes because of its
heavier vehicular traffic (airport and rent a car return route). This will also
encourage the use of the existing bike trail on the east side of El Cielo adjacent
to the airport.
2. Alejo Road between Belardo Road and N. Palm Canyon Drive currently has a
painted Class 11 bike lane on each side with no curb parking. The eastbound
approach to N. Palm Canyon Drive consists of a through lane and a separate left
turn lane. The NMTP proposes colored bike lanes and elimination of the separate
left turn lane. The eastbound approach would only consist of 1 lane for all
movements (left, right & through). The City Engineer alternative shown keeps the

existing lane configuration with sharrows. The bike lanes would start 200 ft. west
of N. Palm Canyon Drive.
3. Along Belardo from Alejo to Amado, there exists a Class I bike trail known as the
Heritage Trail on the East side. An alternative is to install standard Sharrows
only on the southbound side of Belardo along this segment. Northbound
bicyclists would be encouraged to use the existing Heritage Trail and not be
exposed to traffic. The NMTC along with the Bike Route Plan, proposes Type B
Sharrows (or greenback Sharrows) on both sides along this section. Type B
Sharrows must be approved by the Federal Highway Administration (FHWA) as
an experimental treatment needing to meet certain conditions. Our project does
not meet the criteria for experimental use. It should also be noted that this
segment is on the 3rd year list for road rehabilitation.
Along Belardo Road from Amado to Tahquitz (which includes Museum Drive),
staff recommends deferring this segment until the Downtown Palm Springs
Renovation Project development completes its work. In addition, this segment is
slated for next year's roadway rehabilitation.
The Belardo Road segment between Tahquitz Canyon Way and Baristo Road
proposes Type B Sharrows. Type B Sharrows must be approved by the Federal
Highway Administration (FHWA) as an experimental treatment needing to meet
certain conditions. Our project does not meet the criteria for experimental use.
4. Farrell Drive between Ramon Road and Racquet Club is currently a 4 lane road,
with an existing Class I bike trail between Vista Chino and Tamarisk Road. About
half the entire segment has no curb parking. The NMTC proposes buffered bike
lanes while reducing the street from a four (4) lane to a two (2) lane road and
provide for all curb parking. The City Engineer's alternative is to keep the existing
four (4) travel lanes and construct a Buffered Bike Lane. All parking will be
removed with this alternative.
5. Calle Encilia currently has no bike lanes and is proposed for buffered bike lanes
by the NMTC. This must be discussed with Tribal Planning Staff as the proposed
Section 14 Plan shows sharrows with diagonal parking.
The attached exhibits show a breakdown of the various street segments proposed and
alternatives for Measure J Funding.
