Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The 2014/2015 budget includes Measure A funds for a traffic signal at the intersection of Sunrise Way/Boys and Girls Club/Ralphs Shopping Center Driveways. A traffic simulation will be presented to Council to seek direction for the signal project. RECOMMENDATION: Direct staff to return to City Council for approval of the plans specifications and estimates. STAFF ANALYSIS: City Council authorized staff to investigate the warrants for a traffic signal at the intersection of Sunrise Way with the driveways at the Boys and Girls Club and Ralphs Shopping Center. The study was funded by Measure J and was performed in 2013 in conjunction with the 2013 Citywide Speed Study. On May 21, 2014, the plans and specifications were submitted to Council requesting approval. At that time Council had questions related to the signal timing proposed with respect to the adjacent signal at Ramon Road and Sunrise Way, as well as traffic queue lengths on the shopping center site to ensure the drive aisles would not be blocked due to signal operations. To address these concerns, the traffic design consultant has prepared a brief traffic simulation to present to Council. The simulation uses real time signal cycle lengths and peak hour traffic volumes to create a visual demonstration using mathematical modeling through the application of computer software.
