APPROVE A CONSULTANT SERVICES AGREEMENT WITH THE
FRIENDS OF THE PALM SPRINGS MOUNTAINS FOR $30,000 TO
PREPARE A PLAN FOR PUBLIC TRAILS IN THE CHINO CONE.

SUMMARY
The Friends of the Palm Springs Mountains have proposed to prepare a plan for the
establishment of public trails within the Chino Cone. This action will authorize an
agreement between the City and the Friends for $30,000 to prepare a plan and
undertake the approval necessary for the installation of such trails.
RECOMMENDATION:
Authorize the City Manager to execute a consultant services agreement with the
Friends of the Palm Springs Mountain, a California non-profit benefit corporation, in a
form approved by the City Attorney, to prepare a plan and apply for and process all
approvals necessary for the installation of such public trails.
ANALYSIS:
The City and the Friends of the Palm Springs Mountains have been actively acquiring
lands for various conservation purposes. Both the City and the Friends are interested in
preserving and providing public trails throughout the Chino Cone. The Friends are
uniquely qualified to perform the plan these trails and navigate the requisite approval
processes required to make these trails a reality. The Friends are very familiar with the
Chino Cone and have the resources under contract who performed many trail master
planning and design services, including the master plan for the Whitewater River trail,
Santa Ana River Trail, Redlands' Orange Blossom and Zanja trails, and many others.

The Friends propose to perform the following services as a means of obtaining final
approval to construct the trail or trails:
1. Gather background information regarding objectives and constraints
affecting the location of public access trails on the property.
2. Conduct field studies to determine tentative locations meeting objectives
and required criteria.
3. Review tentative locations with the three relevant habitat agencies that
granted funds to help acquire a portion of the Chino Cone.
4. Determine process required, along with specific written and plan
documents needed to obtain approval to construct.
5. Prepare required information for review and approval by the City Council
prior to submittal.
6. Submit request to CVAG and/or CVCC for approval.
7. Coordinate through the approval process and obtain approval to proceed
with construction.
FISCAL IMPACT
The cost for this agreement will be paid from Measure J funds. Trails are consistent
with the "recreational opportunities" anticipated in Measure J. The cost of the work is
$30,000, payable $6000 per month for five months, with the last month's payment
withheld until approval to construct one or more trails is received. Payment in full will
be made if approval is obtained in less than five months. Work will commence
immediately upon approval by the Palm Springs City Council and be completed in five
months or less from the date of that approval.
