FOR REPAIR OF AIRPORT BAGGAGE HANDLING SYSTEMS FROM: David H. Ready, City Manager BY: AIRPORT SUMMARY This action is to consider awarding a contract amendment for the repair and maintenance of baggage handling systems at Palm Springs International Airport. RECOMMENDATION: 1. Approve the service contract amendment No 1 to Riselo Engineering Solutions Inc. Agreement No. 6102 for the replacement, rehabilitation, and annual maintenance of the Palm Springs International Airport baggage handling systems in an amount not-to-exceed $120,781.48. 2. Authorize the City Manager to execute all necessary documents STAFF ANALYSIS: The baggage handling systems behind the airline ticket counters at the Palm Springs International Airport are well over two decades old. One of the belts, which will be used by new airline provider Air Canada beginning December 18�h, when it begins new service to Vancouver, Canada, requires a full replacement. Several other baggage belt units also require a variety of component repairs in order to function reliably. For the last several years, Riselo Engineering Solutions Inc., has been under a competitively bid contract with the City to service and repair the airport's passenger handling equipment using certified and experienced technicians. This firm also ITEM NO. City Council Staff Report October 1, 2014- Page 2 Approve Contract Amendment No. 1 Riselo Engineering specializes in the repair and servicing of baggage handling systems and has been providing such service to PSP Airport on occasion when minor low-cost repairs have been required in the past. Given the urgency to have the equipment operating properly in time for season, the Procurement and Contracting Manager, in consultation with the City Attorney, reviewed the current agreement with Riselo, which under Sections 1.8 (Additional Services) and 2.3 (Changes in Scope) allows for Council to authorize amendments to add similar repair and maintenance services for airport equipment. Pursuant to the provisions of 7.04.030 of the Municipal Code the City Council may authorize the amendment for the services under the Special Expertise method given Riselo's experience, expertise and successful performance demonstrated under their current agreement. PALM SPRINGS INTERNATIONAL AIRPORT THIS FIRST AMENDMENT is made and entered into as of the 1ST day of Octo- ber, 2014 (the "effective date') by and between the CITY OF PALM SPRINGS, a Cali- fornia charter city and municipal corporation ("City"), and Riselo Engineering Solutions Inc., (herein "Consultant') as follows: RECITALS WHEREAS, the City owns and operates Palm Springs International Airport ("Air- port") located in Palm Springs, California for the convenience of the general public. For this contract,we plan to implement the same maintenance program;we will also cover small repairs which can be addressed while the maintenance program is being implemented. In the event the Project Manager considers that a major repair needs to be done,the Superintendent will be notified in order to schedule future repairs. We shall also propose to the Superintendent the usage of parts from alternative manufacturers which meet or exceed the same specifications and with the same warranty of the original equipment manufacturers.A dedicated/assigned place at the Palm Springs Airport will be requested to keep a stock of parts that,according to our experience, are the most common replaceable parts. k Project Schedule I The Preventive Maintenance program will be implemented by RISELO ENGINEERING SOLUTIONS, INC.We will be following the strict OEM specifications and instructions, using the i same format,and forms from the manufacturer.As previously mentioned,all this work will be I performed by experienced certified technician already familiarized with Baggage systems similar to the ones used at Palm Springs International Airport.This will ensure that all work is carried out by personnel with proper experience and that all work is completed in accordance to the Authorities.After the preventive maintenance is completed a detailed report with recommendations, necessary correctives,actions, and repairs will be presented to the Maintenance Superintendent. B) Remove and replace existing 28 LF of 31" BF conveyor with new 39" BF conveyor through an existing right of way that will require enlargement.
