SUBJECT: APPROVAL OF AN ACCELERATED PAYMENT WITH PALM SPRINGS
ART MUSEUM FOR A MEASURE J FUNDED PROJECT, THE
RESTORATION AND TRANSFORMATION OF THE FORMER SANTA
FE FEDERAL SAVINGS AND LOAN BUILDING.

SUMMARY
The City Council will consider a request from the Palm Springs Art Museum to fund the
third installment of a multi-year Measure J Project to Fiscal Year 2015-16.
RECOMMENDATION:
Authorize the City Manager to process the final payment of $284,000 to the Palm
Springs Art Museum in Fiscal Year 2014-15. A6447.
BACKGROUND AND ANALYSIS:
The Measure J Commission recommended and the City Council approved Measure J
funds in the amount of $850,000, for multi-year funding in the form of three payments to
the Palm Springs Art Museum, to support the restoration and transformation of the
former Santa Fe Federal Savings and Loan Building.
The first two payments have already been made. Though the original agreement called
for the final payment to be made in Fiscal Year 2015-16, the Palm Springs Art Museum
has requested the third payment. Attached is the request from the Museum, along with
a status report and the uses of the Measure J funds. Work on the project has
progressed at a pace which supports the acceleration of the third and final payment.
The $284,000 required for this final payment is budgeted in FY 2014-15 and is available
for payment.

Dear David:
Per your e-mail message received on September 22, 2014 and the co-signed Measure
J Funding Disbursement, Uses and Reporting document dated November 7, 2013: 1 am
most pleased to submit to you the following report and request for payment of the final
amount of$283,000 for the Palm Springs Art Museum's project to restore and transform
the former Santa Fe Federal Savings and Loan building, located at 300 South Palm
Canyon Drive, now re-named the "Palm Springs Art Museum Architecture and Design
Center, Edwards Harris Pavilion" (A+ D Center).
Per the November 7, 2013 co-signed agreement, Palm Springs Art Museums reports
that:
Phase I of the project has been completed on time. Phase II activities have begun as
the building will open to the public on November 9, 2014 and on every Wednesday
through Sunday thereafter. As of this submission, three (3) major exhibitions will be
presented during the facility's 2014-2015 Season opening with An Eloquent Modernist:
E. Stewart Williams, Architect, an exhibition that provides a comprehensive
retrospective of Mr. Williams's creative output and affords a view of his role in the
development of modern architecture in Palm Springs.
In collaboration with the Architecture and Design Council (ADC) of PSAM, Season
2014-2015 activities include a fall kickoff event, four A+D 101 lectures, two evening
lectures, two Modernism Week lectures, an ADC fundraising event, the ADC
symposium and tour, eight days of Frey House II tours, and a spring architecture tour.
Activities for which funding in the amount of$850,000 was received have been
completed including: renovation of the facility's HVAC system ($400,000); replacement
of the asphalt parking lot with concrete ($200,000) and construction of specialized
landscaping ($250,000) which includes the reconstruction of low garden wall abutting
the city-owned sidewalk along South Palm Canyon Blvd that is based on Mr. Williams
original design. (See: Attached Photos)

Finally, and as agreed to, The City of Palm Springs will receive significant recognition
for its contribution to the A+D Center that includes: on-site signage, logo included on
brochures, other printed materials and such collateral materials as website, social
media and other electronic references.
We hope you are as pleased with the progress of this project as we are. The on-time
completion of the Center could not have been accomplished without the City's support.
Thank you for considering our request for early payment of the last scheduled
installment of $283,000.
