SUBJECT: MSA CONSULTING, INC. — TRIANGLE PARCEL PURCHASE ORDER
CHANGE ORDER # 1.

SUMMARY
The proposed action is to amend the Purchase Order with MSA Consulting, Inc. to add
a hydrology study to the Triangle Parcel project.
RECOMMENDATION:
1. Approve Purchase Order Change Order # 1 to Purchase Order 15-0309 with
MSA Consulting, Inc. adding hydrology study services and increasing the fees to
compensate for these extra assignment.
STAFF ANALYSIS:
The Triangle Gateway, at South Palm Canyon and Sunny Dunes, project's next step is
to complete a hydrology study so that Riverside County Flood Control can be contacted
for approval of undergrounding the drainage way on this parcel. Following preliminary
studies the Council Subcommittee directed staff to proceed with the hydrology studies.
Attached is a proposal from MSA Consulting, Inc. for this work.
FISCAL IMPACT:
Total additional cost for the change is $9,000 which is available in the project account
260-4500-59447.

Dear Mr. Smoot:
In response to your recent request, MSA Consulting, Inc. (MSA) is pleased to provide
you with this scope and fee for developing preliminary stormwater facilities design for
the Tahquitz Creek Trail Triangle Gateway located on South Palm Canyon at Sunny
Dunes under our On-Call Engineering contract.
Our proposal is based upon the information provided to and our understanding of the
City of Palm Springs expectations and requirements.
Scheduling for the work will commence upon receipt of a signed copy of a Purchase
Order. All terms of our On-Call Civil Engineering Agreement dated November 18, 2013
shall apply.
We hope the attached scope and fee are consistent with your requirements. We
appreciate the opportunity and would be pleased to answer any questions.

EXHIBIT "A"
SCOPE OF WORK
MSA (Consultant) proposes to perform the following tasks, including management of
scope items completed by subconsultants:
Hydrologic/Hydraulic Analysis
1. Delineate drainage area tributary to proposed inlet through study of existing
topography and analysis of street flow hydraulics to determine flow routes
through intersection of S. Palm Canyon Drive and E. Sunny Dunes Road.
Includes one site visit.
2. Perform Rational Method analysis to determine peak flow rates reaching
proposed inlet.
3. Determine proposed catch basin size from peak flow rate.
4. Research Master Drainage Plan peak flow rates and pipe configuration for
purposes of accommodation in laying out storm drain facilities.
5. Coordinate with designer of Nutrient Separating Baffle Box.
6. Lay out preliminary storm drain configuration and develop hydraulic model for
sizing.
Project Management
7. Attend meetings with City and Riverside County Flood Control for information-
gathering and coordination.
8. Provide project management to coordinate preliminary storm drain design with
agencies and Sub-Consultant.
Miscellaneous Assistance
9. Provide miscellaneous assistance as needed for questions and incidental issues
outside the scope described above.

EXCLUSIONS
Consulting services relating to any of the following tasks are presently specifically
excluded from the agreement. Some items, if required, may be provided by Consultant
by separate written proposal with additional fees approved by the Client:
1. Agency fees/costs.
2. Final design services, preparation of construction drawings or documents.
3. Potholing/Pothole coordination.
4. Geotechnical studies or soils report.
5. Additional survey work, if needed.

Client agrees to compensate Consultant for such services as follows:

9 Miscellaneous Assistance (hourly estimate) .......................... $1,500
The proposed fee would include all labor, materials and incidental expenses such as
vehicle mileage, postage, toll calls, CADD computer time, and survey materials. Not
included are reproduction costs, title company charges, special mailing charges,
application, and filing or permit fees.
