Ready, City Manager BY: Police Department SUMMARY The Police Department needs to replace the CCTV video recording system that is currently being utilized within three interview rooms at the Police Station. Two of the interview rooms are located near the lobby for witnesses and law enforcement for ongoing Police investigations and the third interview room is a custodial interview room located within the jail area. RECOMMENDATION: 1) Award the purchase and installation of the PDS ISR interview room audio/video recording system for a total cost of $25,945.02 from Com-Sec Inc., of Vista, California, inclusive of all equipment, material, labor, taxes and delivery. 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: Currently the Police Department is using antiquated audio and video recording equipment in three interview rooms within the Palm Springs Police Station. The obsolete equipment performs poorly, fails to store data, and is unable to be repaired. A new audio and video recording system is needed to replace this system as these interview recordings are critical pieces of evidence in successful criminal prosecutions and civil litigation proceedings. The system will have audio and video recording technology in three different interview rooms within the Police Station that will be accessible via the secured network system. In 2013 the City accepted a Justice Assistance Grant that dedicated funds for this upgrade. ITEM NO. J The Procurement and Contracting Division and Police Department staff worked closely together to develop the Request for Proposals (RFP) 04-15 for this project, which was issued on October 23, 2014. Eight prospective firms attended the mandatory pre- proposal conference on November 4th. Three firms submitted proposals by the November 191h deadline: Capture Technologies, Com-Sec Inc. and Corrections Technologies. An Evaluation Committee consisting of Police Department and Information Technology staff carefully evaluated the proposals. The proposals ranged in cost from $19,902 to $30,809. Com-Sec was the most responsive to the Police Department's requirements, offered the highest quality of equipment at an affordable and competitive price, and has strong experience with other law enforcement installations of similar systems for agencies such as the City of Oceanside, City of Corona, City of Fontana, as well as Riverside County Sheriff (Palm Desert and Indio stations). Staff is recommending Com-Sec for award. The system will take approximately 25 days to install and comes with a 3 year manufacturer's warranty on the equipment and maintenance for the first year is included. FISCAL IMPACT: Funding for this purchase is available in the Justice Assistance Grant Fund 3201-52095 ($21,188.00) and Asset Forfeiture funds account 3012-43929 ($4,757.02).
