FQpLMSA U N , c a* 4<�FO9 City Council Staff Report DATE: February 18, 2015 Consent Calendar SUBJECT: APPROVE COOPERATIVE PURCHASE OF NETMOTION MOBILITY SOFTWARE FOR POLICE DEPARTMENT, INCLUSIVE OF ANNUAL LICENSE AND MAINTENANCE FOR 5 YEARS. FROM: David Ready, City Manager BY: Police Department SUMMARY The Palm Springs Police Department patrol officers rely on their mobile data computers (MDC's) to access information provided by dispatch, run inquiries in the Department of Justice databases, and access several law enforcement sensitive websites. Currently, the mobile data computers use a VPN over Verizon cellular service to access the police department servers and resources. The officers are experiencing slow performance and frequent disconnects requiring the officers to repeatedly log back on and/or restart applications. NetMotion Mobility software will help resolve these issues and increase officer efficiency in the field. RECOMMENDATION: 1. Approve the purchase of the NetMotion Mobility software system and licenses from CDW-G, Inc. through the National IPA cooperative purchase agreement in the amount of $51,487.71 inclusive of the initial set-up, training, and license and maintenance fees for five (5) years. 2. Authorize the City Manager or his designee to execute all necessary documents. STAFF ANALYSIS: Over the past six (6) months Police and LT staff have tested and evaluated the performance of NetMotion Mobility software. Netmotion Mobility is a mobile Virtual Private Network (VPN) software. It provides reliable, secure, managed connectivity for the mobile data computers used by the police officers on patrol. Staff found that the software improved performance and maintained a stable connectivity for the mobile data computers. ITEM NO. , City Council Staff Report February 18, 2015—Page 2 NetMotion Mibility NetMotion Mobility software has proven to resolve these issues in the following ways: The software uses advanced traffic optimization technologies, like compression, to increase the performance of important mobile applications. It also enables the creation of custom policies that can give network priority to mission-critical applications, or block access to bandwith-intensive or certain non-work related applications. It also builds a secure and reliable mobile VPN tunnel that protects the officers from connection drops, high packet loss, or even from putting their systems into a sleep state. As soon as their system is resumed or connection is restored, programs are performing as though nothing happened and there is no need for the officers to restart applications or log on again. The Police and Information Technology Departments contacted multiple public safety agencies that experienced the same problems and are now using NetMotion Mobility. The feedback has been very positive. A few of the agencies are: Fresno Police Department, Costa Mesa Police Department, Riverside Police Department, Riverside Fire Department, Orange County Sheriffs Department, City of Tampa, and Murrieta Police Department. The Procurement & Contracting Manager worked closely with the Information Technology and Police Departments to secure the cooperative purchase quotation from CDW-G of the NetMotion Mobility software through the National Intergovernmental Purchasing Alliance (NIPA) and pursuant to the provisions of Section 7.01.030(8) of the Municipal Code authorizing the use of cooperative purchase agreements, staff is recommending award of this purchase to CDW-G, Inc. FISCAL IMPACT: The total cost for NetMotion Mobility Software is $51,487.71. The initial purchase for year 1 is $27,787.71. Maintenance and License fees for years 2-5 will be $5,925 annually. Funding for this purchase and ongoing maintenance and license fees is available in the Asset Forfeiture funds account 3012-43929. No general fund money will be used.
