SUMMARY:
Approval of this item will approve the proposal and authorize MSA Consulting, Inc. to
design plans and estimate for construction of Tahquitz Creek Triangle Gateway, City
Project No. 14-16, in accordance with their on-call agreement no. 6445.
RECOMMENDATION:
1. Approve the proposal from MSA Consulting, Inc. for an amount not to exceed
$36,000 for design services for Tahquitz Creek Triangle Gateway, City Project
No. 14-16; and
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
On November 6, 2013, City Council approved Agreement No. 6445 with MSA
Consulting, Inc. for On-Call Civil Engineering Design Services on an as needed basis.
When design services are needed, the agreement authorizes staff to seek a proposal
from one of the on-call firms. Council may then approve the proposal, thereby
authorizing staff to prepare a purchase order for the design services. Staff sought
proposals for design plans, specifications and estimate for Tahquitz Creek Triangle
Gateway, City Project No. 14-16.
In July of 2014, City Council Subcommittee directed staff to initiate the first phase of
design, develop a preliminary concept plan for Tahquitz Creek Triangle Gateway
project, using an on-call engineering firm. Staff received a proposal from MSA

Consulting, Inc. for $23,500 to develop a preliminary concept plan. On December 17,
2014 City Council approved a change order for $9,000 adding a hydrology study, so
that Riverside County Flood Control (RCFC) can be contacted for approval of
undergrounding drainage. Staff received a letter of support from RCFC on December
30, 2014, Attachment 1. On February 2, 2015 staff met with City Council
Subcommittee to review concept plans, Attachment 2, and hydrology study provided by
MSA Consulting, Inc. City Council Subcommittee agreed with preliminary concept plans
and directed staff to request a proposal for final design.
The proposal cost for Tahquitz Creek Triangle Gateway design services is not to
exceed $36,000, Attachment 3. This proposal will deliver final design plans and
construction estimate for the triangular parcel of land located between Riverside Drive
and South Palm Canyon Drive south of Sunny Dunes Road. Construction of this project
will convert the existing open surface flow to an underground storm drain system to
improve the RCFC owned triangle parcel as a trail head; establish a bike path and
landscaping. CVLink improvements such as: charging station, shade structures,
associated hardscape, lighting, electrical design, benches and other amenities are
being deferred to CVAG to install as part of the CVLink Project.
Once design is complete staff will submit plans to Riverside County Flood Control
(RCFC) for final review and approval, CEQA action and cooperative agreement to
perform construction, on RCFC's parcel.
FISCAL IMPACT:
Sufficient finds are available in Measure J account No. 260-4500-59447.

Gateway Project
On behalf of the District,. I am writing to express our support for the City of Palm Springs' Tahquitz Creek
Trail Triangle Gateway Project which will establish a trail head on the District's parcel located on South
Palm Canyon Drive and Sunny Dunes Road adjacent to Tahquitz Creek. The City's consultant has
developed alternatives for consideration that include re-routing the storm flows currently tributary to this
area into an underground system which would allow for the development of the trail head. 'The
preliminary analysis also recommends that the City address stormwater treatment options for eliminating
polluted runoff into "Tahquitz Creek with the installation of Best Management Practices to treat the
hydrocarbon pollutants load associated with the three (3) acre watershed tributary to this site. The City is
proposing to implement this project and is applying for State Department of Water Resources urban
Streams Restoration Program funds. The District supports the application and implementation of the
project.
Many years ago the County Board of Supervisors recognized the trail potential associated with many
District properties. The Board mandated that when and where feasible, practical and safe, the District
enter into cooperative agreements (which explicitly assigns the cost and liability associated with all
recreational activities to the partnering agency)that will result in the dual use of District properties.
Based on our past successes and the continuing need for recreation trails throughout the County, the
District is committed to continue to seek these opportunities. Please accept this letter as my support for
the project. Once the project is ready to move forward, please contact the District so we can begin the
final approval process, which will involve the review and approval of the plans, the District's CEQA
action (based on the City's CEQA document) and the development and execution of the cooperative

Dear Mr. Fuller:
In response to your recent request, MSA Consulting, Inc. (MSA) is pleased to provide
you with this scope and fee for developing final design and improvement plans for the
triangular parcel of land located between Riverside Drive and South Palm Canyon Drive
south of Sunny Dunes Road under our On-Call Engineering contract.
Our proposal is based upon the information provided to us by Allen Smoot in a letter
dated February 4, 2015, and our understanding of the City of Palm Springs expectations
and requirements. Revisions to the proposal address your comments of February 19.
Scheduling for the work will commence upon receipt of a signed copy of a Purchase
Order. All terms of our On-Call Civil Engineering Agreement dated November 18, 2013,
shall apply. We have included in both our scope and fee subconsultant work by
Buccino Associates, as requested.
We hope the attached scope and fee are consistent with your requirements. We
appreciate the opportunity and would be pleased to answer any questions.

EXHIBIT "A"
SCOPE OF WORK
MSA (Consultant) proposes to perform the following tasks:
Plans, Specifications and Estimates
Additional Base Survey and Topography
1. Conduct field survey to collect additional topographic data along Riverside Drive;
process data and create AutoCAD drawing file.
Final Improvements Design
2. Based on compiled existing utility and field survey information, prepare a Precise
Grading and Paving Plan at a scale of 1"=20', based on approved site plan from
Alta. The Plan shall include the proposed Shared-Use Path along Riverside
Drive to Calle Palo Fierro and improvements to the area between Riverside Drive
and South Palm Canyon Drive, with CVLink improvements (charging station
shade structures and associated hardscape, lighting and electrical design, etc.)
shown only as reference to future design; process Plan through City for approval.
3. Prepare Storm Drain Plan for undergrounding of existing storm drain ditch;
submit and process through City for approval.
Final Hydrologic/Hydraulic Analysis
4. Update and revise Preliminary Hydrology Analysis to reflect final improvements.
5. Perform hydraulic analysis of final storm drain configuration.
Cost Estimate
6. Prepare an Opinion of Probable Cost of project construction.
Landscape Design (by subconsultant Michael Buccino)
7. Prepare a landscape plan, including landscape lighting and irrigation design;
process through the City for approval. Please note that the Preliminary
Landscape Design included in the scope and budget of the Preliminary Concept
Plan contract was not used and will not be invoiced.

CLIENT RESPONSIBILITIES and ASSUMPTIONS
The following has been taken into consideration in the preparation of this proposal:
1. City to provide access to site.
2. City to provide City Improvement and Utility Plans.
3. City to provide baseline specifications.
4. City to coordinate electrical connection for landscape lighting and irrigation.
5. It is assumed that the existing concrete drainage flume from Riverside Drive into
the Tahquitz Creek Channel, roughly 250' east of South Palm Canyon Drive, will
be extended to the new curb line (if necessary) rather than replaced by new
underground storm drain facilities.
EXCLUSIONS
Consulting services relating to any of the following tasks are presently specifically
excluded from the agreement. Some items, if required, may be provided by Consultant
by separate written proposal with additional fees approved by the Client:
1. Agency fees/research costs.
2. Potholing/Pothole coordination.
3. Utility relocation coordination.
4. Boundary survey.
5. Geotechnical studies or soils report.
6. Any new special studies, including environmental, traffic, etc.
7. Plotting of easements.
8. Construction staking.
9. Bid documents, specifications, bidding assistance or construction administration.
10.Improvement plans other than those listed in scope.
11.Electrical design.
12.Lighting design, other than landscape lighting.
13.Plan and profile drawings of Shared-Use Path.
14.Fugitive Dust Control Plan (PM-10).
15.Custom water quality BMP coordination.
