Ready, City Manager BY: Department of Aviation SUMMARY This action would approve Plans and Specifications for the Palm Springs International Airport technology replacement project. RECOMMENDATION: 1. Approve the plans and specifications for the Palm Springs International Airport Technology Replacement Project AIP No. 3-06-0181-052-2015. 2. Authorize the City Manager to advertise and solicit bids. STAFF ANALYSIS: The terminal at Palm Springs International Airport supports and maintains a number of technological systems that serve the functionality of the building complex, security, and to direct and assist passengers with information retrieval throughout the complex. On April 16, 2014, Council authorized the acceptance of a FAA Grant and a professional services contract amendment with PB Aviation, for the design and plans/specifications development for the project that will replace three primary terminal technology systems. The plans are now complete and ready for bid. The largest element of this technology project will be to replace the decade-old security access control system. This consists of providing new software to control the multitude of Closed Circuit Television cameras, record data, and access control hardware throughout the airport complex. The specifications include a more comprehensive computer driven network to enhance the integrity of the system, including redundancy in case of a component failure. ITEM NO. City Council Staff Report March 18, 2015— Page 2 Airport Technology Systems Replacement Project Bid Solicitation A second project component involves the replacement of the terminal and concourse paging system. A new paging system will have added features that allow for visual paging and the ability for airlines to customize pages for more specific areas, including pre-recording every announcement prior to sending. This system will also allow for pre- recorded messaging in the case of emergencies and pre-recorded information during normal airport operating conditions. The Flight Information System will be replaced with the latest hardware and software to improve the systems' reliability. There are several monitors throughout the terminal complex and some will be repositioned to optimize passenger flow throughout the Airport. All screens will be replaced with larger units for greater visibility and color contrast. The new system will also include energy-saving technology, reducing electrical consumption by at least fifty percent. An independent professional firm, URS Corporation, the same firm providing construction management for the main runway rehabilitation, will be serving as the owner's representative for the project. FISCAL IMPACT: The project's estimated cost is $3.2 million. The Federal Aviation Administration will fund 90% of the final project costs, with a 10% matching share required from the Airport Fund, which is estimated to be approximately $320,000.
