American Recovery and Reinvestment Act (ARRA) of 2009
April 1, 2009— August 31, 2009
OVERVIEW
Charlotte D. Whitney, d-b-a- StrategicSolutions, will provide comprehensive grant development and
implementation services to the City of Palm Springs- Working on a contract basis, StrategicSolutions
will support the following areas of opportunity provided by the American Recovery and Reinvestment
Act(ARRA) of 2009:
1. Library Renovation
2. Broadband Technology Opportunities
3. Other Areas, as identified or assigncd
The opportunities identified above align with the City of Palm Springs priorities in the areas of library
services and sustainability- StraregicSolutions will work interdepartmentally to maximize access to
proposed funding.
SERVICES
StrategicSolutions will provide the following grant consulting services:
1. Identify and recommend grants to meet funding needs for the above identified priorities
2. Assist in the development of proposals or programs to prepare for proposed funding
3. Completo grants and other applications for funds
4. Provide technical assistance to staff and other consultants on grant and other applications
5. Identify and recommend appropriate collaboratives and public/private partnerships for various
program elements to achieve program objectives
6. Identify and foster relationships with public and private individuals and agcncies to assure the
linkages are in place to achieve program objectives

SERVICES, Continued
StrategicSolutions will assist City of Palm Springs through the completion of the following tasks.
TASKS
Pre-Al2plication Research
1. Monitor key Web sites for ARRA opportunities: www.recoyerv.eov; www�rants_. ov;
www.recove .ca.gov; www.eacities.or=/federalstimulus
2. Research federal and state agency specific Web sites for ARRA funding opportunities
3. Review e-mails, list servers and newsletters for Funding opportunities
4. Review specific program and grant announcements and federal opportunity announcements for
applicability
5. Develop and maintain database of ARRA funded programs by subject area
6. Attend training and bidder's conferences
7. Update calendar of submission datelines
8. Maintain a comprehensive grants inventory for each program area
Pre-Application Project Development

11. Download RFP's, applications and forms
12. Develop application strategies that maximizes funding and prospects for approval

AVAILABILITY
Charlotte D. Whitney will dedicate fifteen days for a four-month period beginning April 1, 2009, for
"Pre-Application" and "Post-Application" work on behalf of City of Palm Springs projects. This will
include on-going research; pre-project preparation; strategy development; pursuit of approvals; grant
management; and report writing.
In addition, a "pool' of ten additional days will be set aside for the actual preparation of grant
applications. The final schedule for grant applications will be determined by number of grants prepared
and will not exceed ten days.

Charlotte D. Whitney will dedicate the required time and materials to complete quality work submitted on
deadline.
Charlotte D. Whitney will be available for consultation five days per week, excluding weekends and
holidays, by telephone, e-mail,and PAX.
Charlotte D. Whitney will be available for meetings at the offices of the City of Palm Springs and the
Palm Springs Public Library as needed.
COMPENSATION
The City of Palm Springs will be billed monthly on a per diem basis of$500.
Ordinary support services, including mileage and telephone, are included within the monthly charge.
Authorization for out-of-pocket expenses will be secured prior to expenditure.
A monthly activity report will be submitted with each invoice.
Total amount of compensation will not exceed $12,500.
TERMS
The Agreement will be in effect for five months;April 1, 2009 through August 31,2009.
Either party for any reason may cancel the Agreement with a thirty-day written notice.
The contract may be extended upon agreement of both parties. A thirty-day notice not to renew the
Agreement will be provided by either party.
