The Facts • Palm Springs has more CV Link miles than any other city - 33% of the route (15.8 miles). • More MILES means more ongoing costs of operation, maintenance and security to the city, its businesses, visitors and residents - forever. • Palm Springs is the ONLY city that has two CV Link pathways: A NORTHERN route and a SOUTHERN route. Our Request to the Palm Springs City Council We ask that the Palm Springs City Council insist that the number of CV Link miles be reduced within our city limits by eliminating the Northern Palm Springs segment from Hwy. 111 to Gene Autry Trail from the project. Because ... •The NORTHERN PS section would be EXPENSIVE FOR PALM SPRINGS. - Palm Springs will be FOREVER responsible for the cost of operations, maintenance & security of all CV Link miles within the city limits -two routes will mean one-third more expenses. • - That money may need to come from funds (Measure J or A, etc.)ear-marked for other City projects, grants or even new taxes for businesses and/or residents of Palm Springs. - Revenue loss would occur because users would be directed AWAY from retail locations in Palm Springs and those coming from down-valley will be dropped 2.5 miles from our new downtown. - Negative social media about the Northern PS section could harm the reputation of Palm Springs. • The NORTHERN PS route would be AN UNNECESSARY SECONDARY PATH. - The Tahquitz Creek route,the southern path,would obviously be the preferred route into Palm Springs. • This NORTHERN PS route would be a PATH TO NOWHERE ... there is NOTHING along this route! -There are no resources: no schools; no employment opportunities, no healthcare; no restaurants or retail, and no hospitality establishments. CV Link users would not be spending money in Palm Springs. - It would provide service to few because the population density is low in the area. •The NORTHERN PS route would be UNHEALTHY and UNSAFE. - This section would have been unusable for 74% of the last four years due to heat and/or wind. - 25 air quality advisories were issued for this immediate area in just 10 months. - 23 major road closures occurred here in the past year due to dust storms(visibility)and flooding. - The area is an inhospitable environment and a poor choice for a healthy pathway. - Security would be a challenge due to the isolated, desert-adjacent location of this section. This section would also directly link two known gang territories. • This section would be AN INVASION OF PRIVACY to our community of senior citizens and veterans. Palm Springs will be financially responsible for all of the CV Link miles built within our City limits ... forever! As part of a discussion about why the initial core route of the CV Link does not extend into Desert Hot Springs, Tom Kirk, Executive Director of CVAG, made this comment about placing the CV Link in the • open desert... "...it's the windiest and sandiest part of the valley. On many days, it wouldn't be a comfortable bike ride." Tom Kirk, CVAG Executive Director CVAG clearly understand the challenges of building, maintaining and using a pathway that is exposed to the harsh conditions of the open desert. I11,then Palm Canyon Drive--busy,dangerous,primary thoroughfares--for over 2.5 miles. •The SOUTHERN PS route is naturally sheltered from the elements an is less than a mile,along a quiet secondary street,from downtown PS. It is also safer because it is more easily accessible by emergency vehicles in the event of health issues or criminal activity. Although not"allowed' on the CV Link,these people will no-doubt continue using it because they cannot be easily caught... and they know it! •"Over-the-wall"thefts have already occurred in our community,with easy access and escape being made via the levee. •The NORTHERN PS route will facilitate criminal activity in this area. Criminals will escape authorities by simply taking-off across the desert, just as they do now. •This is an ISOLATED area. It would be difficult for authorities to reach anyone that is being robbed or attacked on the NORTHERN PS route in time to be of assistance. •Due to the extreme weather conditions,the NORTHERN PS route will hardly be used,leaving a paved highway for use by criminal elements •The financial responsibility of providing security for TWO paths will be an excessive,unnecessary and unacceptable burden to Palm Springs. •The SOUTHERN PS route is in urban and suburban environments- which allows much easier monitoring of the path and can supply more immediate and effective reaction to criminal activities. It was still far from the Whitewater Wash and the levee, and was buffered by the surrounding houses. The wind statistics collected at the above locations were LESS than the actual wind speeds at the Whitewater Wash. Wind at the wash was substantially stronger than recorded at these distant weather stations and recorded from 2011-2014. 1810 Fan Palm Way: Location of a second weather station installed Jan 1 2015 Note: To gauge the true wind speeds at the wash, another weather station was installed at this location that is immediately adjacent to the wash and the proposed route of the CV Link. WIND efinninfill • The proposed CV Link section from Hwy. I I I to Gene Autry Trail The entire Coachella Valley is exposed to the same summer HEAT. When temperatures are excessively high, it is expected that use of the CV Link will diminish accordingly. WIND is also an environmental factor that will negatively affect the usage of the pathway. While always possible in the desert, wind will only be an occasional issue for the majority of the proposed route of the CV Link. However... • Wind is an unavoidable and perpetual problem at the Western end of the Valley. • Wind is especially strong at areas that are adjacent to the open desert. • The Hwy. 111 to Gene Autry section of the levee,positioned directly adjacent to the open desert, is in direct line with the San Gorgonio Pass, the second windiest place in California. Because of the relentless wind in the area, the Hwy. ]]] to Gene Autry section of the CV Link path is completely unlike any other part of the proposed trail. This section requires special, and separate, assessment of its suitability to be included as apart of the CV Link It is for this reason that The Four Seasons at Palm Springs is monitoring and maintaining this record of the temperature and wind conditions experienced at the edge of the desert, next to our community. Selected Thresholds • The temperature, wind speed and wind gust thresholds in this report were selected as a result of our experience actually living in this west-Valley environment, commonly referred to by weather-casters as the"wind prone" area. Because of the more accurate location of the new weather station, wind thresholds were increased in 2015 to more objectively evaluate the wind speeds at the new location. Temperature- 95• Temperatures are intensified when subjected to the heat reflected from the desert sand. It has been our experience that recreational activities conducted adjacent to the open desert become uncomfortable, and potentially dangerous when temperatures are above 95°. In addition, visitors who are not accustomed to the desert heat may be more susceptible to heat-related issues in temps above 95°. Wind Speed—20 mph (15 mph was used as the "wind speed" threshold from 2011-2014) Wind is a factor most days in this area. Wind travelling at 20 mph off of the open desert is very different from winds experienced on city or community streets where buildings, homes and trees divert the wind and offer protection. The open desert offers no such shelter. Even though lesser wind is often deemed intolerable, 20 mph was selected (increased from 15 mph in 2015) as a generous threshold for this report. At 20 mph,the wind has more than enough velocity to lift and blow the sand and dust up into the air and across roads. Gust Speed—25 mph (20 mph was used as the "gust"threshold from 2011-2014) Wind gusts are frequent, often sudden and unexpected, and capable of moving dust and sand quickly. 25 mph was chosen as the"gust'threshold (increased from 20 mph in 2015) because it is a reasonable 25% more than the selected 20 mph wind speed threshold. • Wind Descriptions —descriptions assigned to individual days, as warranted (each increment was increased by 5 mph beginning in 2015) EXCESSIVE: Wind: >20 mph OR Gusts: >25 mph EXTREME: Wind: >25 mph OR Gusts: >35 mph SEVERE: Wind: >30 mph OR Gusts: >45 mph Beaufort Scale Beaufort . . . Wind Comparison of Three Valley Cities ... because the wind is not the same everywhere! Members of our CV Link committee attended the HIA meeting in Palm Desert on March 19th. During an informal conversation with Celia Harris of Health Impact Partners,we were informed that the wind information that we'd submitted had been disregarded because similar detailed information had not been received from any other part of the Coachella Valley. We then submitted tables containing 3-months of comparative wind-speed information from three cities down the length of the Valley, gathered via these online weather stations: North Palm Springs: http://www.wunderground.comlpersonal-weather-statiorddashboard?1D=KCAPALMS17 Located on the perimeter of the Four Seasons at Palm Springs community, directly adjacent to the levee where the CV Link is proposed to be located. Palm Desert: http://www.wunderground.comlpersonal-weather-station/dashboard?ID=KCAPALMD32 Located in the Monterey Country Club in Palm Desert(central valley),very near the path of the CV Link. (Note: "Wind Gust" information is not reported at this site.) • Coachella: http://www.wunderground.com/personal-weather-statiorvdashboard?ID=ME0772 The number of Wunderground weather stations are limited at the eastern end of Coachella Valley. This location is in the city of Coachella between Indio and the Salton Sea. The wind comparison tables from January through April, 2015 follow in this section. The Mind-Comparison Table: • To compare "Maximum Wind" between each of the 3 cities, please refer to the yellow columns across on each date. • To compare "Maximum Gust" between North Palm Springs and Coachella, please refer to the green columns across on each date. • Please take special note of the dates indicated in RED,where the wind levels differ dramatically in the subject cities. • When the wind is exceptionally strong in the west valley,calm wind tends to prevail in the eastern end. • This table demonstrates that there are vast differences in the wind exhibited in cities along the 50-mile length of the Valley. • The ferocious winds experienced in the north end of Palm Springs exist no where else. Those winds create a unique microclimate that is neither healthy or safe. With this additional data,we trust that NAG and Health Impact Partners will see that the northern Palm Springs section of the proposed CV Link(Gene Autry Trail to Hwy. 111)should be identified as an undesirable and inappropriate area to place a path • that is being promoted as 'healthy." While helping in the family business, he continued painting and moved into ceramics during college and, then transitioned to sculpture.
