SUBJECT: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE AND
AUTHORIZATION TO BID FOR THE DEMUTH PARK AND RUTH
HARDY PARK SECURITY PATH LIGHTING IMPROVEMENTS, CITY
PROJECT NO 14-19

SUMMARY
The City Council previously appropriated funding in the amounts of $50,000 from the
Measure J Capital Project Fund, $50,000 from the Measure Y Parks Improvement Fund
and $40,000 from General Fund (Park Maintenance) for a total budget of$140,000 for a
capital project to install security path lighting improvements at Demuth Park and Ruth
Hardy Park. Approval of the plans, specifications and estimate will allow staff to proceed
with bidding of this capital project, with an estimated cost of $275,000.
RECOMMENDATION:
Approve the plans, specifications and estimate and authorize staff to advertise and
solicit bids for the Demuth Park and Ruth Hardy Park Security Path Lighting
Improvements, City Project No. 14-19.
STAFF ANALYSIS:
As part of the Fiscal Year 2007/08 budget, the City Council appropriated $50,000 as
budget for security path lighting at Demuth Park. Subsequently, on November 7, 2012,
the City Council approved project expenditures of $4.7 Million for various Fiscal Year
2012/13 Measure J capital projects. At that time, a capital expenditure of $50,000 was
budgeted for the Ruth Hardy Park Security Path Lighting, with the following project
description:
Currently, there is minimal night lighting in the park, except for the tennis courts and
basketball courts. This request will provide for `path lighting" in walk way areas. It
appears that at one time there were lights throughout the park as there are
pedestals with poles, but no light fixtures. Prior to any light fixture installation, the

appropriate lighting specialists will be consulted to provide an optimal plan for
Council's approval.
On October 14, 2013, the City retained MRC Engineering, Inc., through a Consulting
Service Agreement to provide electrical engineering and lighting design services for
security path lighting improvements at Demuth Park and Ruth Hardy Park, identified as
City Project No. 14-19, (the "Project"). The scope of work is to install new parking lot
lighting improvements within two parking lots at Demuth Park, and to install new parking
lot lighting at Ruth Hardy Park, consisting of all new underground conduit, conductors,
electrical services, light poles and foundations, and LED light fixtures. The LED light
fixtures have been specified as Bradley Lighting #HPW141001-T3 or Cree Lighting
#BXSP-B-HT-3ME-A-40K-US-UL on 16 feet high poles.
Pursuant to Section 94.04.00(E), of the Palm Springs Zoning Code, exterior lighting
plans require a Minor Architectural approval by the Planning Services Department; the
Director of Planning Services issued a Minor Architectural approval for the Project. The
construction drawings prepared by MRC Engineering, Inc., have been reviewed and
approved by the City's Building Department, and are ready to formally solicit
construction bids for the Project; a copy of the construction drawings is included in
Attachment 1.
With the City Council's approval, staff will advertise the project in the Desert Sun,
submit the Notice Inviting Bids to plan rooms, and provide the bid documents available
free of charge to prospective bidders. A copy of the construction drawings and contract
specifications for the Project are on file with the Public Works & Engineer Department.
The following tentative schedule has been identified for the bid process:

Deadline for receipt of bids: 3:00 PM, June 25, 2015
Contract awarded by City Council: July 15, 2015
ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines
are required to include a list of classes of projects which have been determined not to
have a significant effect on the environment and which are exempt from the provisions
of CEQA. In response to that mandate, the Secretary for Resources identified classes
of projects that do not have a significant effect on the environment, and are declared to
be categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects
consist of interior or exterior alterations involving such things as interior partitions,
plumbing, and electrical conveyances; therefore, the Demuth Park and Ruth Hardy Park
Security Path Lighting Improvements, is considered categorically exempt from CEQA,
and a Notice of Exemption has been prepared and will be filed with the Riverside
County Clerk. A copy of the Notice of Exemption is included as Attachment 2.

FISCAL IMPACT:
A total of $140,000 was previously budgeted for the Project through a combination of
the Measure J Capital Project Fund (Fund 260), Measure Y Parks Improvement Fund
(Fund 261) and General Fund (Park Maintenance — Fund 001). The final construction
estimate for the Project is $275,000 as shown in Attachment 3.
The Project budget and incurred expenditures are identified in Table 1. As shown in
Table 1, an additional appropriation of $167,969 will be required to fully fund the
estimated cost of the Project.
