ppLM SA c V N + w R yC R� °+•Dune` c4�rFORN`P City Council Staff Report DATE: May 20, 2015 CONSENT CALENDAR SUBJECT: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE AND AUTHORIZATION TO BID FOR THE PALM CANYON DRIVE ELECTRICAL SYSTEM REPLACEMENT, CITY PROJECT NO. 14-20, AND PALM CANYON DRIVE IRRIGATION SYSTEM IMPROVEMENTS, CITY PROJECT NO. 14-21 FROM: David H. Ready, City Manager BY: Public Works & Engineering Department SUMMARY The City Council previously appropriated funding in the amounts of $900,000 from the Measure J Capital Project Fund for replacement and upgrading of the existing electrical system along Palm Canyon Drive, and $45,000 from the Measure J Capital Project Fund for replacement and upgrading of the existing irrigation system along Palm Canyon Drive. Approval of the plans, specifications and estimate will allow staff to proceed with bidding of these capital projects bundled together as one project, with an estimated cost of$880,000. RECOMMENDATION: Approve the plans, specifications and estimate and authorize staff to advertise and solicit bids for the Palm Canyon Drive Electrical System Replacement, City Project No. 14-20, and the Palm Canyon Drive Irrigation System Improvements, City Project No. 14- 21. STAFF ANALYSIS: On November 7, 2012, the City Council approved project expenditures of $4.7 Million for various Fiscal Year 2012/13 Measure J capital projects. At that time, a capital expenditure of $100,000 was budgeted for the Lighting — Replace Uptown Underground Electrical (Phase 1), with the following project description: Old and failing, the current electrical system on Palm Canyon from the downtown to uptown needs to be replaced as it cannot take any additional electrical loads Work in the Historic Uptown Design District would be completed here, in Phase One. 'TEM NO. 2• =• City Council Staff Report May 20, 2015 -- Page 2 Approval of CP14-20 and CP 14-21, Palm Canyon Dr. Electrical and Irrigation Improvements On October 14, 2013, the City retained MRC Engineering, Inc., through a Consulting Service Agreement to provide electrical engineering design for the Palm Canyon Drive Electrical System Replacement, City Project No. 14-20. The scope of work is to replace the underground electrical infrastructure for decorative street lights, palm tree lights, and provide additional electrical service to support Village Fest vendors on Palm Canyon Drive. Current electrical infrastructure cannot adequately provide power to street vendors for the weekly village vest event due to the lack of capacity. The electrical infrastructure in the Downtown area is failing due to the age of underground conduits and wiring, and requires replacement. On March 10, 2014, the City retained Michael Buccino Associates through a Consulting Service Agreement to provide design for the Palm Canyon Drive Irrigation System Improvements, City Project No. 14-21. The scope of work is to replace the existing irrigation system on Palm Canyon Drive from Alejo Road to Tamarisk Road. The construction drawings for both of these projects have been combined into one plan set for bidding purposes. The construction drawings have been reviewed and approved by the City's Building Department, and are ready to formally solicit construction bids for the Project; a copy of the construction drawings is included in Attachment 1. With the City Council's approval, staff will advertise the project in the Desert Sun, submit the Notice Inviting Bids to plan rooms, and provide the bid documents available free of charge to prospective bidders. The construction drawings and contract specifications for the project are identified as the Palm Canyon Drive Electrical System Replacement, City Project No. 14-20, and Palm Canyon Drive Irrigation System Improvements, City Project No. 14-21, (the "Project"). A copy of the construction drawings and contract specifications for the Project are on file with the Public Works & Engineer Department. The following tentative schedule has been identified for the bid process: Notice Inviting Bids to be posted: May 21, 2015 Deadline for receipt of bids: 3:00 PM, June 25, 2015 Contract awarded by City Council: July 15, 2015 ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects 02 City Council Staff Report May 20, 2015 -- Page 3 Approval of CP14-20 and CP 14-21, Palm Canyon Dr. Electrical and Irrigation Improvements consist of interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances; therefore, the Palm Canyon Electrical System Replacement and Treewell Irrigation Improvements, City Project No's. 14-20 and 14-21, is considered categorically exempt from CEQA, and a Notice of Exemption has been prepared and with the City Council's approval will be filed with the Riverside County Clerk. A copy of the Notice of Exemption is included as Attachment 2. FISCAL IMPACT: A total of $945,000 was previously budgeted for the Project from the Measure J Capital Project Fund (Fund 260). The final construction estimate for the Project is $880,000 as shown in Attachment 3. The Project budget and incurred expenditures are identified in Table 1. As shown in Table 1, an additional appropriation of $254,085 will be required to fully fund the estimated cost of the Project. Current electrical infrastructure cannot adequately provide power to street vendors for festival due to the lack of capacity. The electrical infrastructure in the Downtown area is failing due to the age of underground conduits and wiring. Also included in the scope of work is to take advantage of the tree well irrigation project on the North end and upgrade the electrical infrastructure from Alejo to Tamarisk.
