HNTB CORPORATION FOR ENVIRONMENTAL STUDY PHASE OF
AIRPORT MASTER PLAN IN THE AMOUNT OF $29,601.00

SUMMARY
An action to award a contract amendment to HNTB Corporation for additional
professional services required for the completion of the Airport Master Plan
Environmental Phase project.
RECOMMENDATION:
1. Approve Amendment No. 3 to Agreement 5720 with HNTB Corporation for the
Environmental Phase of the Airport Master Plan in the amount of$29,601.00.
2. Authorize City Manager to execute all necessary documents.
STAFF ANALYSIS:
In 2010, the City Council accepted a Federal Aviation Grant to fund the required Palm
Springs International Airport Master Plan Update. That plan was developed under the
criteria set forth by the FAA and in accordance with generally acceptable airport industry
methods. HNTB Corporation, under the authorization of the FAA, was the aviation
specialty firm hired to perform the professional services necessary to complete this
project.
After the development of the Master Plan Update, an environmental review of the
master plan was required to be undertaken with the applicable criteria: a National
Environmental Protection Agency (NEPA) Environmental Assessment and a CEQA
Initial Study. Both processes have been underway under a City Council authorized
contract with HNTB Corporation, which includes the subcontracted services of Palm
Springs-based environmental specialty firm LSA Associates.

On November 5, 2014, City Council viewed the Master Plan presentation by HNTB and
provided additional direction, including modifications to the plan. On March 4, 2015,
HNTB presented the final revisions to the plan, which were adopted by Council. In
order to complete the requisite environmental processes with the revisions, HNTB will
need to perform additional tasks prior to the Council officially taking action on the CEQA
Study.
The action under consideration is for an amendment to the HNTB contract to fund the
additional work necessary as identified in the accompanying summary memorandum,
including but not limited to: Creating an amended summary chapter in the Master Plan;
creating the appropriate CEQA IS/MND addendum; and an additional presentation of
the CEQA IS/MND to City Council.
FISCAL IMPACT:
The $29,601 Amendment No. 3 amount will be paid from the Airport CFC (Customer
Facility Charge) account #405-6303-5000, as the work will provide CEQA analysis for
the rental car improvement project that is part of the Master Plan program.

Mr.Nolan,
In consideration of recent decisions by the Palm Springs City Council regarding the Master Plan
Update and the decision by the FAA to change the required level of environmental analysis
needed under NEPA, HNTB has prepared this memorandum that outlines our understanding of
the key remaining tasks and the level of effort required for those tasks,some of which fall outside
of our current scope of work. This memorandum summarizes recent changes, identifies
remaining tasks, and provides a cost estimate inclusive of our remaining budget for your
consideration.
Changes to Project Scope
The following changes to the project scope have occurred since our most recent contract
amendment,provided in September 2014.
• Following the presentation of the Master Plan Update to the City of Palm Springs City
Council on March 4th,2015, HNTB developed a revised Master Plan Alternative,
• The FAA determined, based on changes to the Master Plan Update Recommended
Alternative, that a Categorical Exclusion (CatEx) is the appropriate level of
environmental review needed,and
• Consultation with the FAA and City of Palm Springs indicated that no separate Noise
Exposure Map process is needed, thus the noise analysis completed to date will be
included in the CEQA and NEPA documents and not presented separately.
Master Plan Update Study
The remaining tasks associated with completion of the Master Plan Update include the following:

• An updated summary chapter summarizing the revised Recommended Alternative,
• Support to the City of Palm Springs in the presentation of the final Master Plan Update to
City Council.
NEPA- Categorical Exclusion

The FAA's decision to change the level of effort associated with the NEPA analysis from an
Environmental Assessment to a CatEx reduces the level of effort associated with this work;
however, the introduction of a revised MPU Recommended Alternative requires revisions to
previous text.Anticipated tasks to complete the CatEx include:
• Integration of revised Master Plan Recommendation into FAA's Documented CatEx
form and updating environmental resource categories associated with the revised
recommended alternative.
• Review by the City of Palm Springs and submission to FAA, with one anticipated round
1 of review.

CEQA-Initial Study/Mitigated Negative Declaration
On April 14, 2015, LSA Associates provided a summary of the key assumptions related to the
CEQA IS/MND. The primary remaining task for the CEQA IS/MND is to update the study to
reflect the revised Master Plan Recommendation, as follows:
i • Prepare an addendum in the form of a memo for attachment to the existing IS/MND.The
memo will present the new project description and note any differences in findings of the
various environmental categories with those of the circulated IS/MND. However, the
assumption is that no new impacts will be discovered and that existing mitigation will be
adequate to mitigate impacts to a below a level of significance.
• No update to the technical elements of the study, including traffic.Technical studies will
not be updated to include the new project description but instead the studies will be
noted in the addendum as amended by default. Existing traffic study information should
be adequate especially in light of the baseline definition that came out of the California
Supreme Court in February 2014.
• No additional public circulation or resubmittal to the State Clearinghouse is anticipated.
• No second review of the master plan update by the Historic Site Preservation Board is
anticipated because alteration to the west fi4ade of the terminal is no longer a component
of the project.
• No additional review by the Planning Commission is anticipated because the general
aspects of the master plan update have already been reviewed and recommended for
approval.
• A final City Council review will be held to approve the master plan update and adopt the
IS/MND.
Public Consultation

At this stage, our understanding is that presentation of the completed CEQA Initial Study and
Mitigated Negative Declaration to the City of Palm Springs only includes a final City Council
meeting. No additional presentations to the Airport Commission, HSPB, or Planning
Commission are anticipated. Neither the Master Plan Update nor the CatEx requires a
presentation to the City Council.
One additional meeting to the City Council will include a discussion of the supporting noise
analysis.
Budget
To date, HNTB has no remaining budget associated with the MPU.The only budget remaining in
our contract is associated with the environmental tasks. As of March 27,2015,HNTB has a total
of approximately $36,608.57 remaining. The attachment to this memorandum presents a cost
estimate based on assumptions related to the remaining tasks. In total, HNTB is requesting
$29,6o1 in additional budget to complete the tasks described herein.
It is our desire to assist the City in quickly and accurately achieving City Council approval of the
Master Plan Update and CEQA Initial Study/Mitigated Negative Declaration, and FAA approval
of the CatEx.We look forward to discussing these remaining tasks with you.
