MATERIALS TO FOLLOW F P`M Sp# iy c V N x r. k COq,Of11f01♦ City Council Staff Report Date: May 20, 2015 LEGISLATION Subject: REVIEW CURRENT PROVISIONS OF, AND PROVIDE DIRECTION FOR THE PREPARATION OF AMENDMENTS TO, THE CITY'S MEDICAL CANNABIS REGULATORY PROGRAM (CHAPTER 5.35 OF THE PALM SPRINGS MUNICIPAL CODE) From: Douglas Holland, City Attorney SUMMARY In the event the City Council adopts the Ordinance 1876 on the May 20, 2015 (relating to cannabis cultivation and related land use revisions), the Council can commence discussion of the implementation of Ordinance No. 1876 and consideration of further refinements or modification to the City's medical cannabis regulatory program. Among the potential issues the Council may wish to discuss are whether the Council wishes to adjust the number of permitted cooperatives or collectives in the City, limit cultivation to permitted cooperatives and collectives, and authorize extended hours of operation for cooperatives and collectives. RECOMMENDATION: Provide direction to the City Attorney and Staff regarding modifications to the City's medical cannabis regulatory program. Holland; diane@bgdesertlaw.com; bobtorre@verizon.net Subject: Re: S Star Flower I Know, thanks for update, Doug if its possible you maybe revoking another license, and 4th to open soon, plus with DHS and Cat City shops soon to be open and by end of year Indio and Cochella will have shops, 5 or 6 shops at this time in PS is premature, with a total population in PS, including those under 18, is only approx 46,000 people living here. Once these shops are all open, all our biz will be cut in half, why would someone drive from Indio to come to PS if a legal one is already in Indio,We already feel small drop from those not wanting to drive an hour round trip from DHS, we as at least 3 of the owners would like to table the 5th shop until we can at least see if finincial impact will be hard to operate or if no impact then I can deal with competition, but excessive, most cites go 1 shop for 25,000 residents, 1 for every 8000 is crazy and with all money we have invested, I think it is not an unreasonable request to see if we can support more than 4 shops once all other cities allow them except maybe Rancho and Palm Desert. I am not asking for me, all the shops would like to see what happens once other 7 shops(legal)get open in next 3 months with safe access, and 2 other cities. Also we pay alot of taxes for specifically to to assist city in helping deal with cannabis issues, I find it very wrong with over a million paid in last year some money cann't be given to police to work on closing deliveries, regardless if licensed shops can do it, the deliveries.
