SUBJECT: APPROVE THE DONATION OF TWO (2) HURST JL-150 CUTTERS,
ONE (1) X-TRACTOR CUTTER, ONE (1) MAVERICK COMBI, AND TWO
(2) HYDRAULIC POWER UNITS TO THE COLLEGE OF THE DESERT
REGIONAL PUBLIC SAFETY FIRE ACADEMY

SUMMARY
"The Jaws of Life" hydraulic tools are carried by the Fire Department. Modern vehicle
materials and processes, including the use of ultra-high strength alloy, have rendered
some of the older tools obsolete. To keep up with the auto industry, new tools needed
to be designed by the manufacturer with increased capabilities and have been
purchased. The purchase of the newer equipment resulted in the need to surplus two
(2) JL-150 cutters, one (1) X-tractor cutter, one (1) Maverick Combi, and two (2) power
units. These tools have outlived their usefulness to the Fire Department and have been
in storage for two (2) years. The Public Safety Fire Academy at College of the Desert
has identified a need for auto extrication equipment for use at the local regional fire
academy.
RECOMMENDATION:
1) Waive the Public Auction requirement in Section 7.07.020 (3) of the Municipal
Code for Disposition of Surplus Property and authorize the donation of two (2)
JL-150 cutters, one (1) X-tractor cutter, one (1) Maverick Combi, and two (2)
power units to the Public Safety Academy at College of the Desert.
2) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The JL-150 cutters and the power units served the city for over 25 years. The X-Tractor
and Maverick tool were in-service for over 15 years until we upgraded these devices

with tools that provided increased capabilities and performance. This equipment was
taken out of service and placed in storage for the past two (2) years. These Hurst tools
have an estimated surplus value of $3,000 total. The donation of this equipment to
College of the Desert Public Safety Fire Academy in Palm Desert would provide a
regional public safety benefit. The Palm Springs Fire Department supports this regional
fire training academy, has a seat on the advisory board, and hopes to hire future
firefighters that have graduated from the academy. All firefighters are trained in the use
of hydraulic extrication equipment and the COD Fire Academy does not have any
powered extrication equipment for their cadets to utilize during the fire academy. Staff
recommends that the City Council approve the donation of the surplus two (2) JL-150
cutters, one (1) X-tractor cutter, one (1) Maverick Combi, and two (2) power units to the
College of the Desert Public Safety Fire Academy.
FISCAL IMPACT:
While there may be a surplus value of an estimated $3000 for these tools at auction, it
is anticipated that this action would better serve the community by donating the two (2)
JL-150 cutters, one (1) X-tractor cutter, one (1) Maverick Combi, and two (2) power units to the
College of the Desert Public Safety Fire Academy. The Fire Department will deliver the surplus
equipment to College of the Desert.

Thank you for informing me that Palm Springs Fire Department has a set of surplus
auto extrication equipment, that pending city council approval may be available for
donation to College of the Desert (COD)for training purposes.
Dr.loel L. Kinnamon
Superintendent/Presicent COD's Public Safety Academy is in need of such equipment at our Basic Firefighter
Training facility located at the Roy Wilson Training Center in Thousand Palms. We
stand ready to assist with any donation procedures that may be necessary.
