SUBJECT: RATIFY AND APPOINT THE NOMINATION OF THE CITY OF INDIAN
WELLS TO THE PALM SPRINGS INTERNATIONAL AIRPORT
COMMISSION FOR THE TERM ENDING JUNE 30, 2017

SUMMARY
The City Council will consider the appointment of the City of Indian Wells representative
to the Palm Springs International Airport Commission.
RECOMMENDATION:
Appoint Robert Berriman, as the City of Indian Wells representative, to the Palm
Springs International Airport Commission for the term ending June 30, 2017.
STAFF ANALYSIS:
In November, 2007, the City Council amended the Palm Springs Municipal Code to
provide that each representative City nominate, and the Palm Springs City Council
appoint the representative member to the Palm Springs International Airport
Commission.
The City has received notification from the City of Indian Wells of their nomination of
Robert Berriman, as the City of Indian Wells representative to the Commission, for the
term ending June 30, 2017.
ALTERNATIVES:
The City Council may choose to interview the candidate or other selection process prior
to the appointment; or take no action on this appointment, and direct the City Clerk to
notify the City of Indian Wells to make a further nomination.

I am retired from the US Department of Homeland Security as the Deputy Assistant Federal Security
Director for Regulatory Inspections. I am currently employed by the Bermuda Dunes Development Co.
I feel that I can bring a vast amount of experience and knowldege to the City of Indian Wells in relation to
commercial airport operations. I would make communication with government and business entities
along with community members a priority.
What do you see as the objectives and goals of the commission/committee to which
you are seeking appointment?
With my knowledge of commercial airport operations, I would represent the City of Indian Wells with a
depth of understanding not held by most city residents. The City and Desert Communities rely on a viable
vibrant,functioning commercial airport. Communication with member cities is increasingly important
concerning the statutory requirements of operating a commercial airport as it applies to the need to
provide a positive business/commercial atmosphere and positive passenger experience.
How would you help to achieve these objectives and goals?
Positive interpersonal skills, good communication and sound judgement.
Do you or immediate family members have any relationship (professional, financial,
other) that may present a potential conflict of interest? (Please explain)
Current employment at the Bermuda Dunes Airport. I am not reliant on my income from this position.
If required, I would terminate my employment if selected for this commission position.
Disclosure and Regulatory Requirements
Conflict of Interest—If a Statement of Economic Interests Form 700 is required for this
position, the form be filed with the City Clerk within 30 days of beginning service. The City
Clerk will provide those appointees who must file with a filing form and instructions.
Attendance/Duties— Commission/Committee/Board members are required to attend
meetings on a regular basis and devote the time necessary to fulfill your duties. A member will
be removed if the member has more than two (2) unexcused absences in each twelve month
period from the anniversary date of their appointment.
Mandatory Ethics Training — Commission/Committee/Board members are required to satisfy
the local ethics training requirement mandated by Government Code Sections 53234 et seq. and
may be removed if proof of completion is not filed with the City Clerk within the first 60 days of
appointment. Appointees will be provided with an on-line training resource.

I am seeking appointment to the City of Indian Wells open position to the Palms Springs
International Airport Commission. My previous committee experience (2003-2005) included
one term of Grants-In Aid and at the request of City Leadership during that same period I filled
a mid-term vacancy on the Architecture and Landscape Committee. We are now, again full-
time residents of the City of Indian Wells.
