Ready, City Manager BY: Community & Economic Development Department SUMMARY The City Council will receive the Annual Report for the PSUSD Measure J Auditorium/Theatre Equipment Replacement Project, and authorize the release of funding for Fiscal Year 2014-15. RECOMMENDATION: 1. Receive and file the PSUSD's Measure J Palm Springs High School Auditorium/Theater Equipment Replacement Annual Report, dated June 2015. 2. Authorize the release of Fiscal Year 2014-15 funding in the amount of$291,000. STAFF ANALYSIS: The Measure J Commission recommended and the City Council approved a Measure J project for the PSUSD for the Palm Springs High School Auditorium/Theater Equipment. This was a multi-year funding request, in the total amount of $582,000. Fifty percent of the funding was provided within 30-days of execution of a letter agreement, and has been paid by the City. In January 2015, PSUSD provided an annual report of the equipment purchases and installation during the 2014 calendar year. The second payment for Fiscal Year 2014-15 is due. The agreement requires an annual report be provided to the City Council for the release of payment for the Fiscal Year 2014-15 funding. Attached is the annual report provided by PSUSD for the project. PSUSD has indicated the full renovation of the auditorium/theater will be ITEM NO.�_ City Council Staff Report June 17, 2015- Page 2 of 2 Pages PSUSD Measure J Project completed in Summer 2016 including the equipment funded by the Measure J award. The District has encumbered the Measure J award, and expects delivery of the remaining equipment. The agreement requires PSUSD to submit a final report to the City when the project is completed. FISCAL IMPACT: No General Fund impact. Measure J funds in the amount of $291,000 have been appropriated and encumbered for Fiscal Year 2014-15 in Measure J Account Number 260-4500-59433. '94 DALE E. Today I feel I must. In this budget, you are asked to grant $300,000 to PSUSD for the repair of the PSHS auditorium. The City has its own marvelous auditorium (plural, really) in the Convention Center, paid for with taxpayers dollars. Historically, PSUSD has generally protested most "suggestions' from the City of Palm Springs with statements regarding their sovereignty as a unit and their geographical "spread" amongst desert cities. In fact, the few times that I have been party to requesting the PSUSD help vis a vis the use of the auditorium, the groups with whom I've been associated have either been given a perfunctory "it's not available" or are quoted an extreme usage fee which would negate the intention of the program. If indeed, the PSUSD is more helpful with the International Film Festival which in turn helps the city as a whole than is commonly known if they don't charge overwhelming rates for use of the hall, or they help in the City in other notable ways, then ignore this. Otherwise, I don't think that a City which so sorely needs more personnel (in Planning, in the Fire Department, etc.) and more upgraded infrastructure (the upkeep of Class I buildings, streets, etc.) can or should be giving that amount of money to a County entity.
