HomeMy WebLinkAbout6/17/2015 - STAFF REPORTS - 2.L. iy c V N w r �O'roerrm.^'r • c44 1 FOR't" CITY COUNCIL STAFF REPORT DATE: June 17, 2015 CONSENT AGENDA SUBJECT: ACCEPTANCE OF $64,000 IN GRANT FUNDING FROM THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL (ABC) FOR AN ALCOHOL ENFORCEMENT AND AWARENESS PROJECT TO BE USED TO ENFORCE, EDUCATE, AND BRING AWARENESS TO THE PUBLIC. FROM: David Ready, City Manager BY: Palm Springs Police Department SUMMARY It is recommended that the City Council authorize the City Manager to accept $64,000 in ABC grant funding for the Police Department to utilize for an Alcohol Enforcement and Awareness project. The total grant amount will be $64,000.00. The grant funds will be used to expand its current efforts in addressing alcohol related criminal activity; alcohol related complaints and accusations against businesses; and the use of alcohol by minors. Several creative approaches will be employed, such as: Shoulder tap operations; party patrols; sales to minors operations; and educational presentations. RECOMMENDATION: 1. Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ACCEPTING A GRANT FROM THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL IN THE AMOUNT OF $64,000 FOR ALCOHOL ENFORCEMENT." 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Police Department will vigorously enforce alcohol and other ABC laws by conducting licensee premise checks, shoulder tap operations, sales to minors operations, party patrols, and educational presentations in partnership with ABC agents. These projects are labor intensive and thus expensive. The Police Department plans to conduct 12 special operations during this grant period. The Police Department was able to successfully solicit ABC grant funding for this community safety project and was awarded $64,000 in grant funding. This grant period is for an ABC Enforcement and Awareness project in fiscal year 2015- 2016. FISCAL IMPACT: No fiscal impact. This is a reimbursable costs grant program. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS ACCEPTING A GRANT FROM THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL IN THE AMOUNT OF $64,000.00 FOR ALCOHOL ENFORCEMENT. WHEREAS, The City of Palm Springs desires to undertake a certain project designated as Alcohol Enforcement and Awareness Project to be funded in part from funds made available through the Grant Assistance Program (GAP) administered by the Department of Alcoholic Beverage Control (hereafter referred to as ABC); NOW, THEREFORE, BE IT RESOLVED that the City Manager of the City of Palm Springs is authorized to execute on behalf of The Palm Springs City Council the attached contract, including any extensions or amendments thereof and any subsequent contract with the State in relation thereto. IT IS AGREED that any liability arising out of the performance of this contract, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and ABC disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that the grant funds received hereunder shall not be used to supplant expenditures controlled by this body. IT IS ALSO AGREED that this award is not subject to local hiring freezes. ADOPTED THIS 171h DAY OF JUNE, 2015. David H.
