Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY Formal City Council acceptance of the Sunrise Way at Boys & Girls Club / Ralph's Driveways Traffic Signal Installation, City Project 13-25, is required to document the completion of the public work of improvement, and to allow the City's filing of a Notice of Completion with the Riverside County Recorder in accordance with Section 9200 of the California Civil Code. RECOMMENDATION: 1) Accept the public work of improvement identified as the Sunrise Way at Boys & Girls Club/Ralph's Driveways Traffic Signal Installation, City Project 13-25; and 2) Authorize the City Engineer to execute and file for recordation with the Riverside County Recorder a Notice of Completion for Sunrise Way at Boys & Girls Club / Ralph's Driveways Traffic Signal Installation, City Project 13-25. STAFF ANALYSIS: On December 3, 2014, the City Council awarded a construction contract to DBX, Inc., in the amount of $209,687, for the Sunrise Way at Boys & Girls Club / Ralph's Driveways Traffic Signal Installation, (the "Project"); a copy of the December 3, 2014, staff report is included as Attachment 1. Construction of the Project commenced on March 30, 2015. During construction, staff reviewed and approved extra work identified on Change Order No. 1 in the amount of $2,092.83 for work required to extend electrical service to the new electrical service meter pedestal for the traffic signal, as identified by the electrical service ITEM NO. City Council Staff Report July 01, 2015— Page 2 Acceptance of City Project No. 13-25 plan provided by Southern California Edison. A copy of Change Order No. 1 is included as Attachment 2. The Contractor satisfactorily completed the Project on June 9, 2015. Staff has conducted a final inspection and found the work to be in compliance with the plans, specifications and standards of the City of Palm Springs, and recommends that the City Council accept the Project, as required by Section 9200 of the California Civil Code, and authorize the City Engineer to file and record a Notice of Completion within 15 days of the City Council's action. A copy of the Notice of Completion to be submitted to the County is included as Attachment 3. ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Therefore, in accordance with Section 15301(c), staff determined that the Project was considered categorically exempt from CEQA. FISCAL IMPACT The City Council approved a total project budget of $329,909 with $321,513 funded by the Local Measure A Fund (Fund 134) and $2,396 by the Measure J Capital Project Fund (Fund 260). The original construction contract amount was $209,687; there was one Change Order issued totaling $2,092.83 for a revised construction amount of $211,779.83. The following Table 1 provides a summary of the total costs incurred for the Project. This public work improvement involves construction of a new traffic signal, considered a new fixed asset, therefore the Finance Department will add the cost of this improvement to the City's fixed asset system, in compliance with Governmental Accounting Standard Board (GASB) 34 Standards for Financial Reporting of Infrastructure Assets. Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY Approval of this item will award the construction contract for the Traffic Signal Installation at the Boys & Girls Club/Ralph's Driveways. RECOMMENDATION: 1. Approve Agreement No. in the amount of $209,687, subject to the protest provisions of Palm Springs Municipal Code Section 7.08.030, for the Sunrise Way at Boys & Girls Club/Ralph's Driveways Traffic Signal Installation with DBX, Inc., City Project No. 13-25; and 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: City Council authorized staff to investigate the warrants for a traffic signal at the intersection of Sunrise Way with the driveways at the Boys and Girls Club and Ralphs Shopping Center. The study was funded by Measure J and was performed in 2013 in conjunction with the 2013 Citywide Speed Study. The study showed a traffic signal is warranted. On November 20, 2013 a Purchase Order was issued to Albert Grover & Associates (AGA) for preparation of plans and specifications for the traffic signal. The plans, specifications and estimate were completed and submitted to the City Council on May 21, 2014. At the meeting, the City Council wanted further analysis. A traffic simulation was presented on September 17, 2014 when City Council approved the Plans Specifications and Estimates and authorized staff to proceed with bidding. On October 25th, and November 1 st, 2014, the project was advertised for bids, and at 4:00 p.m. on November 25, 2014, the Procurement and Contracting Division received construction bids from the following contractors: 04 City Council Staff Report December 3,2014 - Page 2 Sunrise Way at Boys&Girls Club/Ralph's Driveways Traffic Signal Installation (City Project No. 13-25) 1. After working with SCE it was determined that the meter could not be installed at the assumed location and would need to be located adjacent to the Boys and Girls Club monument sign on the East side of the intersection. In order to avoid obscuring the sign it was agreed that the meter and signal equipment would bs located at the North side of the Boys and Girls Club driveway. This required the installation of additional electrical conduits.
