MATERIALS TO FOLLOW Item No. 2 * V * �OQ p A L M$,6 iy a u N �e r q<+FOAN� CITY COUNCIL STAFF REPORT DATE: JULY 15, 2015 CONSENT CALENDAR SUBJECT: AUTHORIZE ANNUAL BLANKET PURCHASE ORDERS TO DESERT SECURITY SERVICES FOR VACATION RENTAL RESPONSE PROGRAM AND NIGHTLY SUNRISE PARK PATROL. Ready, City Manager BY: Chief of Staff/City Clerk SUMMARY The City Council will consider authorizing a blanket purchase order to Desert Security Services for two pilot programs: 1) Vacation Rental Response Program; and 2) Nightly Sunrise Park Patrol. RECOMMENDATION: 1. Authorize the issuance of an annual blanket purchase order to Desert Security Services at the stated hourly rates. 2. Authorize the issuance of an annual blanket purchase order to Desert Security Services at the stated hourly rates. 3. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: In 2014 the City issued a formal RFP for security guard services for various facilities and locations, and the contract was awarded to Desert Security Services. Staff is recommending the City Council authorize a blanket purchase order to Desert Security Services, at the stated hourly rates, for the Vacation Rental Response Program and to provide nightly Sunrise Park Patrol. City Council Staff Report July 15, 2015 -- Page 2 Desert Security Purchase Order Desert Security responds to vacation rental hotline calls the following days and hours: Thursday 5:30 PM to 1:00 AM Friday 7:00 PM to 3:00 AM Saturday 5:00 PM to 3:00 AM Sunday Noon to 8:00 PM These are the hours that the vacation rental hotline receives the majority of the vacation rental calls. During these hours, while the Desert Security is not responding to vacation rental calls, the guard is stationed Downtown and patrols the Downtown and Uptown area, to provide an additional security presence, and to report to the City any issues that may need additional attention. Additionally, City Staff has requested on temporary basis, security for nightly patrols at Sunrise Park, including all buildings and facilities, from 10:00 PM to 6:00 AM every day, to respond to vagrants and vandalism in Sunrise Park, including the Pavilion, Swim Center, Library, etc. This is a temporary assignment For the vacation rental response program guards are billed at $28.50 per hour, which includes the dedicated security vehicle. For the Sunrise Park patrol the guards are billed at $22.50 per hour, and the City is responsible for the cost of a dedicated security golf cart used a Sunrise Park for the nightly patrols. The purpose of using a blanket purchase order rather than amend the contract for these specific services, allows Staff the ability to scale up or down the engagement for the services as circumstances warrant. FISCAL IMPACT: The estimated annual amount for the vacation rental response based on current activity is $60,000 per year and budgeted in Account No. 001-1150-43226, Vacation Rental Compliance. The estimated cost for the temporary Sunrise Park Patrol is estimated at $6,000 per month. This cost for this temporary patrol service in Sunrise Park will be funded from Continuing Appropriations.
