SUBJECT: A RESOLUTION APPROVING THE APPLICATION FOR STATE OF
CALIFORNIA DEPARTMENT OF PARKS AND RECREATION GRANT
FUNDING FOR THE TAHQUITZ CREEK MASTER PLAN

SUMMARY
The City will make an application to the State Department of Parks and Recreation for
funds to develop the Tahquitz Creek Master Plan in the amount of $500,000. The
application for the non-motorized recreational trails program (RTP) requires a City
Council resolution authorizing submittal of the grant application.
RECOMMENDATION:
Adopt Resolution No. , "A RESOLUTION OF THE CITY OF PALM SPRINGS
APPROVING THE APPLICATION FOR THE STATE DEPARTMENT OF PARKS AND
RECREATION RECREATIONAL TRAILS PROGRAM FOR THE TAHQUITZ CREEK
MASTER PLAN."
BACKGROUND:
The RTP is a state-administered local assistance program of the U.S. Department of
Transportation's Federal Highway Administration (FHWA). Within the State of
California, the Department of Parks and Recreation is authorized to administer the
program. Non-motorized RTP Projects are administered by the Office of Grants and
Local Services (OGALS). The Recreational Trails Program (RTP) provides funds
annually for recreational trails and trails-related projects.
On March 17, 2010, the City Council approved the Tahquitz Creek Master Plan (the
"Plan"), and directed staff to pursue funds as available. The estimated construction
cost for completion of the Plan is $4,759,650 and can be completed in phases
depending on funding availability. The Tahquitz Creek area has historically been
utilized by neighboring residents and visitors as an informal trail and linear park;
approval of the Plan by the City Council in 2010 signaled the City's commitment to
seeking funding to establish the Tahquitz Creek area as a permanent recreational pq,

space. The Plan is eligible for funding through the RTP, and the application for
$500,000 will be utilized to cover costs to initiate the preliminary engineering,
environmental, and final design phases of the Plan.
FISCAL IMPACT:
The RTP grant requires a minimum of a 12% or $60,000 match. If awarded the grant,
staff will review revenue available in various sources, including outside fundraising
efforts, or the City's Sustainability, Measure J, or General funds to provide the $60,000
local match required.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, APPROVING THE
APPLICATION FOR GRANT FUNDS FROM THE STATE OF
CALIFORNIA DEPARTMENT OF PARKS AND
RECREATION RECREATIONAL TRAILS PROGRAM FOR
THE TAHQUITZ CREEK MASTER PLAN.
WHEREAS, the "Safe, Accountable, Flexible, Efficient Transportation Equity Act: A
Legacy for Users' provides funds to the State of California for Grants to federal, state,
local and non-profit organizations to acquire, develop and/or maintain motorized and
non-motorized trail Projects; and
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility for the administration of the program within the State, setting up
necessary procedures governing Project Application under the program; and
WHEREAS, said procedures established by the State Department of Parks and
Recreation require the City of Palm Springs to certify by resolution the approval of
Application(s) before submission of said Application(s) to the State; and
WHEREAS, the City of Palm Springs will enter into a Contract with the State of
California to complete the Tahquitz Creek Master Plan;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Springs
hereby:
1. Approves the filing of an Application for the Recreational Trails Program for the
Tahquitz Creek Master Plan; and
2. Certifies that the Tahquitz Creek Master Plan is consistent with the City's
general plan or the equivalent planning document; and
3. Certifies that the City of Palm Springs has or will have available prior to
commencement of any work on the Tahquitz Creek Master Plan included in this
Application, sufficient funds to operate and maintain the Tahquitz Creek Master
Plan; and
4. Certifies that the City of Palm Springs has reviewed, understands, and agrees to
the General Provisions contained in the Contract shown in the Procedural Guide;
and
5. Appoints the City Manager or his/her designee as the agent authorized to
conduct all negotiations and execute and submit all grant documents, including,
but not limited to applications, agreements, amendments, payment requests and
so on, which may be necessary to secure grant funds and implement and
complete the approved grant project.
6. Agrees to comply with all applicable federal, state and local laws, ordinances, 3
rules, regulations and guidelines.
ADOPTED THIS 2ND DAY OF SEPTEMBER, 2015.
