Ready, City Manager BY: Parks and Recreation SUMMARY Staff is recommending the City Council approve the purchase of new equipment for Sunrise Plaza utilizing pricing offered through cooperative purchase agreement from National Joint Powers Alliance (NJPA) with funds allocated in Measure "J" Capital Project Fund and the Capital Projects Park Improvements. RECOMMENDATION: 1. Approve the purchase and issuance of a purchase order, for playground equipment to Miracle Recreation Equipment Company in a total amount of $274,217.75, including installation, utilizing the National Joint Powers Alliance Cooperative Purchase contract #022113-LTS for public agencies in the State of California. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: Over the past several years the Parks and Recreation Department has been working toward the replacement and upgrade of existing play structures in City parks to both modernize them and bring them into compliance with current regulatory standards for accessibility. The proposed structures at Sunrise Plaza are the play structures being upgraded as they are fifteen (15) years old and in need of replacement. Miracle Recreation Equipment Company provides the most extensive materials warranty in the industry and their equipment is fully compliant with current standards, including ADA, in the State of California. In addition, due to their competitively bid cooperative contracts through the National Joint Powers Alliance (NJPA) we are able to obtain substantial discounts for the equipment by taking advantage of these programs. Pursuant to Municipal Code Section 7.09.010 the City Council may authorize the acquisition of supplies, equipment or services through a joint powers or other ITEM NO. � City Council Staff Report October 21, 2015 -- Page 2 Purchase Playground Equipment cooperative purchasing program provided the vendor was selected through a competitive process. National Joint Powers Alliance (NJPA), a national cooperative purchasing program, in accordance with the code, the Procurement Manager finds that the competitive processes conducted by the cooperative is sufficient to protect the public interest and that the total cost of the playground equipment is likely to be less than could be obtained by conducting an independent city process at this time. The play equipment replacement program has received a majority of its' funding in previous years from California State Park Bonds. Those funds were used for Desert Highland Park and Leisure Center Tiny Tot area. The Measure J Commission recommended, and the City Council approved $270,000 Measure J funds for the project. The remaining funds needed $4,217.75 are available in the Parks Capital Projects account. On September 15, 2015, the Parks and Recreation Commission, by unanimous vote, to recommend the purchase of the specified all-inclusive playground equipment. FISCAL IMPACT: The grand total is $274,217.75 for the playground equipment and installation with funds allocated in Measure "J" Capital Project Fund and Capital Projects Park Improvements. Funds are available in Account Number 260-4500-59482, Sunrise Park Playground Structure, Measure "J" Capital Project ($270,000); and Account Number 261-2493- 51528, Capital Projects Park Development ($4,217.75).
