SUBJECT: APPROVE THE PURCHASE OF A PORTABLE GROUND POWER UNIT
FOR PASSENGER LOADING GATES

SUMMARY
The action considers the purchase of a new portable Ground Power Unit for Palm
Springs International Airport.
RECOMMENDATION:
1. Approve the purchase and delivery of one new portable Ground Power Unit
(GPU) from Graybar Electric of Diamond Bar, CA, in the amount not to exceed of
$36,826.39.
2. Authorize City Manager to execute all necessary documents, including the
Purchase Order.
STAFF ANALYSIS:
Palm Springs International Airport's eight Passenger Boarding Bridges (PBB), were
installed when the Bono Concourse was constructed over sixteen years ago. One of
the key features of these PBB units, aside from passenger's safety and comfort
traversing between building and aircraft, is for the aircraft to plug in for electrical power.
To enable this, each of the PBB's contains a built in Ground Power Unit (GPU) located
underneath the bridges main body.
Although the longer term plan will be to replace all of the PBB's, staff has determined
that it is prudent operationally to purchase one portable Ground Power Unit that will
serve as a backup any time there is a malfunction in the PBB's main electrical supply
unit. The portable unit will be stored conveniently under the Bono concourse and be
readily accessible for use anytime a malfunction in the bridge's primary unit occurs.

Purchase Portable Ground Power Unit
The Procurement & Contracting Department and Airport staff prepared specifications for
this equipment and conducted Request for Quote (RFQ 2016-02) which was sent out to
33 prospective vendors on November 4th. Four (4) quotes were received on November
23rd, provided below:

Victo GSE $55,987.68
Graybar Electric provided the lowest responsive quote meeting the specifications in the
amount of$36,826.39 inclusive of all applicable sales tax and shipping costs.
FISCAL IMPACT:
There are funds were budgeted in Airport account No. 416-6501-56175.
