SECURITY PLAN
• All Applicants must submit a security plan.
A security plan that includes the following:
• a. Security cameras that have been installed and maintained in good working
condition, and used in an on-going manner with at least 240 continuous hours of
digitally-recorded documentation in a format approved by the City Manager.
Please provide the number of security cameras and list the areas covered by
• each. The areas to be covered by the security cameras include, but are not
• limited to (1) the storage areas (2) cultivation areas (3) all doors (4) all windows,
and (5) any other areas as determined by the City Manager.
• b. A reliable and commercial alarm system that is operated and monitored by a
lawfully-operating security company or alarm business. Please provide the name
and contact information of the security camera monitoring company.
C. Properly illuminated windows and doors that are in compliance with the City's
lighting standards regarding fixture type, wattage, illumination levels, shielding,
etc. (Applicants may be required to secure the necessary approvals and permits.)

Pending application and security system review approval by the City of Palm Springs,our security plan
will incorporate several methods of security measures to ensure the safety of our staff and patients,
• compliance with local requirements,and an effective deterrent for theft and other unlawful acts.
An armed security guard will be present and on the premises during open business hours. Our intent
is to utilize a licensed local security company,Bower Security located at 39301 Badger St#800 in Palm
• Desert,CA 92211, Phone(760)834-2662,to help promote the growth and support of the local
. economy.Their proposal is attached.
• Overhead Door Company of the Desert located at 77622 Country Club Drive in Palm Desert, CA 92211,
• Phone (760)772-3667,will be utilized to provide and install storefront security gates over all windows
• and doors to prevent unauthorized access to the location while closed.Their proposal is attached.
• Desert Alarm,Inc. located at 73168 CA-111,Palm Desert,CA 92260, Phone (760)322-1562,is the only
• UL approved company in the desert and will be utilized for the alarm system,video surveillance and
• monthly monitoring services.Their plan meets the requirements set forth in the City of Palm Springs
Municipal Code Sections as detailed below.Their proposal is attached.
Signage, lighting,and commercial locking systems to include secure remote buzzer doors for the
access to all areas will meet city requirements.

. 5.35.300 Security Plan
• A. General Security Requirements
1. Security cameras shall be installed and maintained in good working condition, and used in
an on-going manner with at least 240 continuous hours of digitally recorded documentation in a
• format approved by the City Manager.The cameras shall be in use 24 hours per day,7 days per
week.The areas to be covered by the security cameras include, but are not limited to,the
storage areas,cultivation areas,all doors and windows,and any other areas as determined by
w the City Manager.
2. The lease/business space shall be alarmed with a reliable,commercial alarm system that is
. operated and monitored by a security company or alarm business that is operating in full
• compliance with Chapter 5.02 of this Code.
• 3. Entrance to the dispensing area and any storage areas shall be locked at all times,and
• under the control of MCCC staff.
• 4. The business entrance(s)and all window areas shall be illuminated during evening hours.
The applicant shall comply with the City's lighting standards regarding fixture type,wattage,
illumination levels,shielding,etc.,and secure the necessary approvals and permits as needed.
S. All windows on the building that houses the MCCC shall be appropriately secured and all
• marijuana securely stored.
. B. Security Alarm Systems—Minimum Requirements
• 1. Each Location shall have a Security Alarm System, installed by an Alarm Installation
Company, on all perimeter entry points and perimeter windows.
• 2. Each Permittee must ensure that its Location is continuously monitored. Permittees may
• engage the services of a Monitoring Company to fulfill this requirement.
3. The Permittees shall maintain up to date and current records and existing contracts on the
Location that describe the location and operation of each Security Alarm System,a schematic of
security zones,the name of the Alarm Installation Company,and the name of any Monitoring
• Company.
• 4. Upon request,Permittees shall make available to the City Manager or any state or local law
• enforcement agency,for a purpose authorized by this Chapter or any state or local law
enforcement purpose,all information related to Security Alarm Systems, Monitoring,and alarm
activity.
C. Lock Standards—Minimum Requirement.At all points of ingress and egress,the Permittee shall
• ensure the use of commercial-grade, nonresidential door locks.
• 5.35.310 Video Surveillance
• A. Minimum Requirements The following video surveillance requirements shall apply to all MCCC:
1. Prior to exercising the privileges of a MCCC,an Applicant must install fully operational
• video surveillance and camera recording system.The recording system must record in digital
format and meet the requirements outlined in this Section.
• 2. All video surveillance records and recordings must be stored in a secure area that is only
accessible to a Permittee's management staff.
3. Video surveillance records and recordings must be made available upon request to the City
Manager or any other state or local law enforcement agency for a purpose authorized by this
• Chapter or for any other state or local law enforcement purpose.
• 4. Video surveillance records and recordings of point-of-sale areas shall be held in confidence
• by all employees and representatives of the City Manager,except that the City Manager may
. provide such records and recordings to any other state or local law enforcement agency for a
purpose authorized by this Chapter or for any other state or local law enforcement purpose.
5. A sign shall be posted in a conspicuous place near each point of public access which shall be
not less than 12 inches wide and 12 inches long, composed of letters not less than one inch in
• height,stating"All Activities Monitored by Video Camera"or"These Premises Are Being Digitally
• Recorded"or otherwise advising all persons entering the MCCC that a video surveillance and
camera recording system is in operation at the MCCC and recording all activity as provided in this
Section.
B. Video Surveillance Equipment
1. Video surveillance equipment shall,at a minimum,consist of digital or network video
recorders,cameras capable of meeting the recording requirements described in this rule,video
monitors,digital archiving devices,and a color printer capable of delivering still photos.
2. All video surveillance systems must be equipped with a failure notification system that
provides prompt notification to the Permittee of any prolonged surveillance interruption and/or
• the complete failure of the surveillance system.
• 3. Permittees are responsible for ensuring that all surveillance equipment is properly
• functioning and maintained so that the playback quality is suitable for viewing and the
surveillance equipment is capturing the identity of all individuals and activities in the monitored
areas.
4. All video surveillance equipment shall have sufficient battery backup to support a
• minimum of four hours of recording in the event of a power outage.
• C. Placement of Cameras and Required Camera Coverage
• 1. Camera coverage is required for all Limited Access Areas, point-of-sale areas,security
. rooms,all points of ingress and egress to Limited Access Areas,all areas where Medical Cannabis
• or Cannabis-Infused Product is displayed for sale,and all points of ingress/egress to the exterior
of the Location.
2. Camera placement shall be capable of identifying activity occurring within 20 feet of all
S points of ingress and egress and shall allow for the clear and certain identification of any
• individual and activities on the Location.
. 3. At each point-of-sale location,camera coverage must enable recording of the patients,
• caregiver or customer(s)and employee(s)facial features with sufficient clarity to determine
identity.
4. All entrances and exits to the facility shall be recorded from both indoor and outdoor
vantage points.
5. The system shall be capable of recording all pre-determined surveillance areas in any
. lighting conditions. If the Location has a Medical Cannabis cultivation area, a rotating schedule of
• lighted conditions and zero-illumination can occur as long as ingress and egress points to
. Flowering areas remain constantly illuminated for recording purposes.
. 6. Areas where Medical Cannabis is grown,tested,cured, manufactured,or stored shall have
camera placement in the room facing the primary entry door at a height which will provide a
• clear unobstructed view of activity without sight blockage from lighting hoods,fixtures,or other
equipment.
• 7. Cameras shall also be placed at each location where weighing,packaging,transport,
• preparation,or tagging activities occur.
• 8. At least one camera must be dedicated to record the access points to the secured
• surveillance recording area.
• 9. All outdoor cultivation areas must meet the same video surveillance requirements
applicable to any other indoor Limited Access Areas.
D. Location and Maintenance of Surveillance Equipment
1. Surveillance recording equipment must be housed in a designated, locked and secured
• room or other enclosure with access limited to authorized employees, agents of the City
Manager,state or local law enforcement agencies for a purpose authorized by this Chapter or for
any other state or local law enforcement purpose,and service personnel or contractors.
2. Permittees must keep a current list of all authorized employees and service Personnel who
have access to the surveillance system and/or room on the Location. Permittees must keep a
• surveillance equipment maintenance activity log on the Location to record all service activity
` including the identity of the individual(s) performing the service,the service date and time and
the reason for service to the surveillance system.
• 3. Off-site Monitoring and video recording storage of the Location by the Permittee or an
independent third-party is authorized as long as standards exercised at the remote location
• meets or exceeds all standards for on-site Monitoring.
• 4. Each Medical Cannabis Location located in a common or shared building must have a
. separate surveillance room/area that is dedicated to that specific Location.Commonly-owned
• MCCC located in the same local jurisdiction may have one central surveillance room located at
one of the commonly owned Location which simultaneously serves all of the commonly-owned
MCCC.The facility that does not house the central surveillance room is required to have a review
• station, printer,and map of camera placement on the premises.All minimum requirements for
• equipment and security standards as set forth in the section apply to the review station.
• E. Video Recording and Retention Requirements
. 1. All camera views of all limited Access Areas must be continuously recorded 24 hours a day.
• 2. All surveillance recordings must be kept for a minimum of 10 days and be in a format that
• can be easily accessed for viewing.Video recordings must be archived in a format that ensures
authentication of the recording as legitimately-captured video and guarantees that no alteration
of the recorded image has taken place.

6. After the 10 day surveillance video retention schedule has lapsed,surveillance video

have known of a pending criminal,civil,or administrative investigation or any other proceeding
for which the recording may contain relevant information.
• F. Other Records
1. All records applicable to the surveillance system shall be maintained on the Location.At a
minimum, Permittees shall maintain a map of the camera locations,direction of coverage,
• camera numbers,surveillance equipment maintenance activity log,user authorization list and
• operating instructions for the surveillance equipment.

1. Introduction
Earth Research Labs is a non-profit mutual benefit corporation. Our mission is to create a
medical marijuana dispensary for the purpose of offering legal medical patients the
• medications,educational support, and healthy living options they may require. This
• dispensary will develop a community of patients by offering a large variety of medical
solutions that enhance their quality of life.
• The proposed physical location for this dispensary will be 752 Vella Road, Palm Springs, CA
• 92264,pending city approval.
• Earth Research Labs has four principals,each sharing interest in the corporation. They are
• Brandon O'Brien, Michael Absher, Rodney Topkov,and Rick Remington. Brandon O'Brien is
• the President, Rodney Topkov is the Vice President, Michael Absher is the Secretary, and Rick
Remington is the Treasurer.
2. Executive Summary
Earth Research Labs,a non-profit mutual benefit corporation under the principle operation of
Brandon O'Brien (President) Rodney Topkov(Vice President), Michael Absher(Secretary),and
• Rick Remington(Treasurer),will operate a medical marijuana dispensary if approved by the
• City of Palm Springs at the proposed location of 752 Vella Road,Palm Springs, CA 92264,
which will serve the Coachella Valley's patient population with legal medical medications,
educational support, and a variety of medical solutions that will increase patient's quality of
• life.
Its President,Brandon O'Brien, has been highly successful in his operations of multiple
companies in the Coachella Valley. Having graduated high school from Palm Springs High
• School,then leaving the area for a few years to pursue a college education and life
• experience, he chose to return to the place he calls home and establish roots,opening a
window covering company. Brandon established Distinctive Flooring in 2006,and as the Great
Recession was in full swing in 2008, he felt a need to help the talented friends and colleagues
• that he saw losing their jobs in the construction industry. Brandon created Vincere Industries,
• and has developed it into one of the premier construction companies in the desert.Since the
creation of Vincere, he has co-partnered and founded investment companies and continues to
identify areas of need where his commitment to the community,value system, and work ethic
• will be of benefit to all.While working with multiple organizations and charitable foundations,
• Brandon O'Brien believes his next endeavour should be in a direction that would allow for
even more involvement in the community and a way to give back. He feels that there is a
major need for patients that require medical marijuana to obtain better access to
. opportunities for education,and outreach/subsidies programs to make sure that no patient is
• turned away due to their financial condition. He intends to pursue this opportunity with the
• same vigor and dedication that has made him a successful businessman.
• Earth Research Labs will provide access of safe, premium quality, lab tested cannabis infused
• edible medications, lotions, ointments,tinctures,and an extensive line of quality nutritional
. supplements, herbs,and homeopathy products to any patient that suffers from chronic pain,
illness,anxiety,and a complete host of other medical conditions.
• Utilizing our unique plan to implement educational opportunities, partnerships with medical
• offices, medical directors,and non-profit co-participation programs will provide access to a

8. Operations Plan
• 8.1. Location
Earth Research Labs will operate, pending application approval,from the location at
. 752 Vella Road, Palm Springs, CA 92264.
The building where the purposed dispensary is to be located is ready to modify for our
uses upon approval of the application by the City of Palm Springs.
• The building owner is Brandon O'Brien who will complete an executed lease with
Earth Research Labs pending application approval.
• The location of this facility is zoned M-1 and meets the planning department zoning
requirements for this facility.
• 8.2. Hiring
Earth Research Labs will be looking into the possibility of giving preference during the hiring
process to seniors, military veterans,and disabled persons. This would have to be allowed in
• conjunction with and in accordance to State Labor Law,Title VII of the Civil Rights Act of 1964,
• as amended,Titles I and V of the Americans with Disabilities Act of 1990,as amended,and
The Age Discrimination in Employment Act of 1965, as amended. This process does not
dismiss hiring out of these protected groups, but rather displays our intent of a way that we
. hope to give back to the community. It is our belief,that these groups of people represent a
• large share of the population requiring medical cannabis as medication. Our staff would thus
be better able to relate,communicate,share information,and ultimately assist the patient in
a more personal and effective manner.
Employees will be required to participate in a developed training course which they must pass
confirming they possess the adequate knowledge to work in this field.
• 8.3. City of Palm Springs and City Manager Compliance Protocol
Earth Research Labs will always behave in a moral,truthful, respectable, reputable,
and professional manner to provide the city and its residents the highest level of
+ integrity and service.
• Earth Research Labs will comply with and perform any request made by the City
Manager or any other authorized person acting on behalf of the City of Palm Springs in

• regards to requests for information, reporting requirements, permit requirements,or
• any other lawful requirements or requests.These requests will be responded to and
performed in a timely manner as directed by the City of Palm Springs.
• Changes in Governance, Manager Changes,Permittee Mailing Address Changes,
• Changes or Modifications to the Location,and all other reporting requirements will be
handled in the manner described in the City of Palm Springs Municipal Code Chapters
5.35,3.35,Section 93.23.15 or as otherwise directed by authorized City of Palm
Springs officials.
8.4. Inventory Procedures
• Earth Research Labs will perform a complete inventory audit on the total quantities of
• each form of cannabis (including but not limited to edible varieties,lotions, ointments,
• etc.)weekly and on the first business day of each month. Records of these audits will
shall be maintained for no less than 2 years from the date of audit.
8.5. Bookkeeping and Maintenance of Business Records
We will use QuickBooks Enterprise edition to manage our financial records.
We are currently evaluating three(3) POS systems.420Soft, MJ Freeway,and BioTrackTHC
all offer the ability to validate patients, manage employees and permissions, provide
. inventory tracking from seed to sale,process credit cards and help to eliminate errors and
theft with weight integration. MJ Freeway has been selected by Colorado and
BioTrackTHC has been selected by Washington for the state contracts. MJ Freeways Gram
Tracker benefits have been attached for review.
• Earth Research Labs shall retain all books and records necessary to fully account for each
• transaction conducted under its permit for the current year and three preceding calendar
years.The books and records(or complete copies of such records)will be maintained at
the premises at all times.
The books and records must fully account for all transactions of the collective and must
• include, but shall not be limited to:
• a. Current Employee List—This list must provide the full name and relevant
• identification information of each employee and all non-employee Operators,who
• work at a MCCC.
• b. Secure Facility Information—The business will maintain the business contact
information for vendors that maintain video surveillance systems and Security Alarm
f' Systems.
C. Location—Diagram of the entire premises.
d. Visitor Log—List of all visitors entering Limited Access Areas or Restricted Access
• Areas.
• e. All records normally retained for tax purposes.
• f. All electronic records and financials will be backed up both locally and through a
• secure online cloud storage to ensure that there is little to no chance for the loss of any
• information.

• As described in Palm Springs Municipal Code 5.35.600,the following practices will be
• adopted and incorporated into our operations plan.
• 1. Records Related to Inventory Tracking.The MCCC must maintain accurate and
comprehensive inventory tracking records that account for, reconcile,and
evidence all inventory activity for Medical Cannabis from either seed or
. Immature Plant stage until the Medical Cannabis or Cannabis-Infused Product
• is destroyed or sold to another MCCC or a patient.
• 2. Records Related to Transport.A MCCC must maintain adequate records for
the transport of all activities related to Medical Cannabis and Cannabis-
Infused Product.See Rule M 901—Transport of Medical Cannabis or Cannabis-
Infused Product.
3. Provision of Requested Records to the City Manager.A Permittee must
provide on-demand access to on-premises records following a request from
the City Manager during normal business hours or hours of apparent
operation,and must provide access to off-premises records within three
. business days following a request from the City Manager.
8.6. Health and Safety Regulations Program
• All health and safety regulations pertaining to our particular type of business set forth by
the city and the health department will be strictly followed. The regulations set forth in
Palm Springs Municipal Code 5.35.330 and 5.35.340 will set the foundation for best
• practices.
8.7. Signage
• The following signage will be posted along with any additional signage requested by the
• City of Palm Springs:
A sign above the entrance to the proposed location stating the name of the business
"Earth Research Labs"and the following below the name: "A Permitted MCCC".
A 12"wide by 12"long sign shall be posted in a conspicuous location near each point of
public access,composed of letters not less than one inch in height,stating"Permitted
• MCCC under the provisions of MC 5.35.220".
A 12"wide by 12"long sign shall be posted in a conspicuous location near each point of
public access,composed of letters not less than one inch in height,stating"The Smoking,
• Ingestion,or Consuming of Marijuana on These Premises or in the Vicinity of The MCCC is
• Prohibited".
A 12"wide by 12"long sign shall be posted in a conspicuous location near each point of
• public access,composed of letters not less than one inch in height,stating"All Activities
• Monitored by Video Camera".

• 8.8. Waste Disposal
Medical Cannabis and Cannabis-Infused Product waste will be stored,secured,and
managed in accordance with all applicable state and local statutes, regulations,
• ordinances or other requirements.
• Liquid Waste. Liquid waste from MCCC shall be disposed of in compliance the applicable
Water Quality Control statutes and regulations.
• Hazardous Waste. Disposal of hazardous and chemical waste must be conducted in a
• manner consistent with federal,state and local laws.
Waste Must Be Made Unusable and Unrecognizable.Medical Cannabis and Cannabis-
Infused Product waste must be made unusable and unrecognizable prior to leaving the
• Location.
Rubbish shall be disposed of daily so as to minimize the development of odor and
minimize the potential for the waste becoming an attractant, harborage, or breeding
• place for pests.
8.9. Delivery Service Protocols
• 1. The transport of Medical Cannabis and Cannabis-Infused Product shall be conducted
• by a motor vehicle that is properly registered in the state of California pursuant to
motor vehicle laws.
• a. It is the intention of Earth Research Labs that an MCCC owned vehicle will be
properly registered and maintained by the MCCC for the purposes of
• delivering and dispensing medication to its patients.
• b. If this is not possible at any point,an employee, manager, or principal of the
• MCCC will utilize their own motor vehicle and will follow and adhere to the
• same guidelines set forth in this section.
2. Transport of Medical Cannabis or Cannabis-Infused Product shall be accompanied by
documents identifying the originating MCCC,the driver's valid motor vehicle
operator's permit,all required vehicle registration information,and proof of
• minimum liability insurance coverage.
• 3. Delivery will occur and be allowed with patients over 18 years old.
• 4. The hours of operation for the delivery service will coincide with the same hours of
• operation for the store location.
• S. An order for delivery can be called in or will be able to be ordered online.
. 6. The entire product line the store carries will be made available for delivery.
• 7. Products being delivered shall be placed in a secure locking cooler for transportation
• prior to leaving the dispensary.
8. Every attempt shall be made to provide same day delivery service within four(4)
hours of ordering.

8.10. Labeling, Packaging, and Product Safety
Research shows that labeling and education are imperative to proper consumption of any
medicine and cannabis is no different. Earth Research Labs will follow the requirements
laid out in the Palm Springs Municipal Code Title/Chapter/Section 5.35.700.
8.11. Testing
Earth Research Labs believes that to ensure patient safety,promote higher standards of
• service, and standardize dosing,testing will be performed on cannabis products by SC Labs
• with corporate headquarters located at 100 Pioneer Street Suite E,Santa Cruz,CA 95060.
Some of the reasons are listed below:
• In order to standardize medicinal cannabis and provide precisely calculated dosages of
• medicine to patients, potency testing must be accurate and reported in a way that is easy
to understand. Full cannabinoid profiles are the most effective way to know the potency
of a sample of cannabis.Just like traditional prescriptions, knowing the exact strength and
• effects of medicinal cannabis is vital to properly applying it to patient needs.
Microbiological testing allows dispensaries to identify known human pathogens,
• determine potential shelf life of medicine,and actively seek to provide patients with the
• highest quality medicinal Cannabis available.
Concentrates that are produced with solvents like butane, propane or ethanol must be
• 'purged'of the solvents used before they can be deemed safe for human consumption.
• Presently there are no valid studies that show the impact of deliberate inhalation of
butane or other solvents used in concentrate production,and the effects on the health of
patients are not known and potentially dangerous. Existing research indicates that
• exposure to solvents in an occupational setting can be dangerous even without deliberate
• inhalation.We believe the presence of any residual solvent makes for potentially unsafe
medicine.
• 8.12. Production
The amount of marijuana grown, cultivated, and furnished by Earth Research Labs will be
tightly controlled and regulated through strict operational policies and procedures.
• Production will occur on-site and in a second Palm Springs location that will be MCCC
owned if permitted by the city.

• without exterior influences will ensure consistent quality.
We will use only the finest quality organic products to produce medication without
• harmful agents and pesticides.
We will engage the assistance of our in-house growers along with the experience and

Potency monitoring will be incorporated into the process of determining the analytical
THC, CBD,CBN, terepenes and other active ingredients of each crop grown.
Stock will occasionally,and during start-up, have to be replenished through members that
are assigned rights to cultivate for the collective. Our vendors will be members of the
• collective that have registered with the state and are legally licensed.
9. Management & Administration (Organization Plan)
The management team consists of the four partners of the business; Brandon O'Brien,
. Rodney Topkov, Michael Absher,and Rick Remington. The management team is
• comprised of the principal officers of the corporation.
There will be no outside creditors holding any interest in Earth Research Labs.
During the initial start-up period,the owners will not receive salaries or benefits. Salaries
will later be determined based on revenue.
• 9.1. Managerial Style
Decisions Making. The principals will jointly make decisions unless it is for their
• respective area of the business in which they will have the final say.
Project Management. The principals each have slightly different methods of
management.We will utilize Google Calendar to maintain some continuity, but each
• Project management will be free to manage their area of the business as they see fit.
Communication. Communication within the company will be primarily oral or through

• The management team consists of the four principals of the company. Brandon

The President is responsible for overseeing the overall operation of the company. The
President ensures that the company's vision is pursued,that goals are set and
followed and the company's strategy is followed. The President reviews the Business

• relationships with community and non-profit directors to pursue partnerships for education,
• and look for potential outreach opportunities.Associations would include:

• Continue investigating models that will allow for subsidizing medicines for low income
• patients. It is our intention to institute a policy that no patient will be turned away due to
• their financial situation.

a medical cannabis cooperative or collective,there are also zoning requirements set forth in the municipal code
chapter 93.23.15 that state that an MCCC shall not operate within 250 feet of a residential zoned area or within
500 feet of a church.
• There is an existing church,New Harvest Church,located in the multi-tenant building I own.I have spoken to the
pastor,Sergio Gonzalez,and he has informed me that while he has no problem with the plan for the space and
• that he supports the use of medical marijuana,he is planning on vacating the space. He is currently 60 days
• behind on rent and doesn't see a resolution for his current financial situation.
• The Christ Citadel International Church is located in a multi-tenant building north of mine facing Sunny Dunes.
• We have been in communication with Dr.Kofi Donkor,the pastor,who also has a background in Oncology,in
regards to ensuring that we have his support for the proposed use of the space and have received positive
• feedback.
• There is a residential neighborhood across Vella Road.The houses on the other side of the street face West with
• the back yards in the direction of Vella Road.There is an approximately six foot tall block wall that runs the
• length of the community with no access to Vella Road.The only outlets from that community to Vella Road are
at the intersections where Sunny Dunes Rd.and Mesquite Ave.intersect Vella Road.
• The location that is proposed,752 Vella Road,is in the back of the building facing East and not visible from any
• adjacent street.By foot,there is approximately 150+/-feet just to get to the nearest street access.
• In my opinion,it appears that the intent and purpose of the municipal code would not be impeded upon and
• does in fact remain intact.The potential for someone to be a public nuisance in one of these areas is minute.I
understand that precedence has been set due to the granting of an Administrative Modification previously in
• the review of another application.On the basis that in light of the actual physical distance,the effective distance
• between the proposed location and the areas in question is sufficient not to create concern,i would like to

• My name is Becky,I am a cancer survivor,with a 35+years career in Social Services,Healthcare,
• Medical Oncology and Mental Health.
• My experience with medical cannabis prescribing by Physicians and Psychologist is as follows:
• • Cannabis has been found to help cancer patients with the symptoms that usually
• accompany cancer such as pain,nausea,wasting,and loss of appetite. The Medical
• Oncology Drs. I worked for used medical cannabis over many other toxic drugs.
• • Psychologist treat bipolar disease effectively with medical cannabis. The heavy duty drugs
• used to treat bipolar disease are eliminated,ensuring the patient has a much better quality
• of life,not feeling drugged or suffering from a drug hangover.
• The effectiveness of cannabis for treating symptoms related to HIV/AIDS is widely
• recognized. Its value as an antiemetic and analgesic has been proven in numerous studies
• and has been recognized by several comprehensive,government-sponsored reviews.
• In reference to Mr. Brandon O'Brien,whom I know personally and as the owner in his present
• businesses,I commend him in his honest business practices and trust he would stay true to his
• ethics in the medical cannabis industry or any other business endeavour.
• My belief is that a well managed medical cannabis dispensary in the City of Palm Springs,that
• would deliver directly to the homes of patients would serve the public well. I believe Mr. O'Brien
• would be more than suitable to ensure the same standards of service his other businesses maintain
would be adhered to in this much needed business.
