SPECIAL MEETING MINUTES
FRIDAY, JANUARY 29, 2016
CITY HALL LARGE CONFERENCE ROOM
CALL TO ORDER: Mayor Moon called the meeting to order at 2:04 p.m.
ROLL CALL:
PRESENT: Councilmember Foat, Councilmember Kors, Councilmember
Roberts, Mayor Pro Tem Mills, and Mayor Moon.
ABSENT: None.
ALSO PRESENT: City Clerk Thompson.
PUBLIC COMMENT: None.
INTERVIEW AND APPOINT APPLICANTS TO FILL UNEXPIRED VACANCIES ON
THE PLANNING COMMISSION AND THE MEASURE J COMMISSION:
ACTION: 1) Appoint Michael Hirschbein to the Planning Commission for the unexpired
term ending June 30, 2017; and 2) Appoint H. Christopher Heritage to the Measure J
Oversight Commission for the unexpired term ending June 30, 2017. By unanimous
consent of the City Council (5-0).
ADJOURNMENT: The City Council adjourned at 7:14 p.m. to the next regular meeting
Wednesday, February 3, 2016, at 6:00 p.m. Council Chamber, preceded by Closed
Session, Small Conference Room, City Hall, 3200 East Tahquitz Canyon Way, Palm
Springs.

CALL TO ORDER: Mayor Moon called the meeting to order at 8:30 a.m.
ROLL CALL:
PRESENT: Councilmember Foat, Councilmember Kors, Councilmember
Roberts, Mayor Pro Tern Mills, and Mayor Moon.
ABSENT: None.
ALSO PRESENT: City Manager Ready, City Attorney Holland, City Clerk Thompson.
PUBLIC COMMENT:
CURT WATTS, Palm Springs, commented on the strengths of the City including the
priority to street improvements, and requested the City Council continue to fund street
improvements and street maintenance.
CHARLES SACKS, thanked the City Council for their work, commented on the use of
Measure J funds for street improvements, and requested the City Council consider
pedestrian improvements and seating at the Downtown Revitalization Project, along
with public restrooms.
TEAM BUILDING SESSION FOR THE CITY COUNCIL AND MANAGEMENT STAFF,
MISSION STATEMENT AND ESTABLISHING GOAUOBJECTIVES:
The session was facilitated by Marilyn Snider, and include the City Council and City
Management Staff.
The City Council and Staff identified strengths and accomplishments of the City of Palm
Springs.
The City Council and Staff identified internal weaknesses and challenges of the City of
Palm Springs.
The City Council and Staff identified factors and/or trends that may have a positive
impact on the City of Palm Springs in the next three-years.
The City Council and Staff identified factors and/or trends that may have a negative
impact on the City of Palm Springs in the next three-years

The City Council and Staff developed a mission statement as follows:
Palm Springs is an inclusive world-class city dedicated to providing excellent and
responsive public services to enhance the quality of life for current and future
generations.
The City Council and Staff developed four, three-year goals as follows:
• Attract, develop, retain and increase quality staff.
• improve citywide technology capabilities.
• Enhance and invest in public infrastructure.
• Improve internal and extemal communication.
The City Council and Staff developed the following six-month strategic objectives for the
four goals.
Staff Goal:
Create a non-management City Employee Committee to provide feedback on employee
activities and methods of employee recognition.
Advise the City Manager regarding employee activities and recognition methods to
improve the workplace environment and employee morale.
Identify staffing shortfalls based on the City's goals and objectives, retirements, and
positions difficult to fill and recommend a Staffing Plan to the City Manager.
Prepare and recommend a Staff Development/Training Program and budget to the City
Council.
Technology Goal:
Identify Department technology needs and budget.
Identify additional Information Technology training needs and training budget to train all
staff, including information Technology staff, in existing software programs.
FUTURE GOAL (not a six-month goal) Develop and present to the City Council for
action a Technology Master Plan.
Infrastructure Goal:
Departments to collect data and recommend priority infrastructure projects to the City
Manager.
Gather input from residents and businesses on needed citywide infrastructure projects.

Recommend to the City Council for action priority city-wide (not funded by Measure J)
infrastructure projects.
Prioritize Measure J citywide infrastructure projects to include in the fiscal year 2016-17
budget process.
The City Council and Staff established the next Strategic Planning session for
July 5, 2016 starting at 8:30 a.m. to 4:00 p.m.
ADJOURNMENT: The City Council adjourned at 3:55 p.m. to the next regular meeting
Wednesday, February 3, 2016, at 6:00 p.m. Council Chamber, preceded by Closed
Session, Small Conference Room, City Hall, 3200 East Tahquitz Canyon Way, Palm
Springs.
